Google still allows massive link building in my country.

This is really messed up! I've been investigating this issue for almost a year now. I had discussion about this in SEOMoz before and people told me that my site was not optimized for SEO.
However, I've finally come to conclusion that massive back link building is still the best way to rank in Google Turkey. Many high PR content websites do not seem to get their unique content ranked here because some shitty website can be ranked on the top by using back links with targeted anchors for the keyword they want. I've spent a lot of money for content but no it does not get listed unless I provide back links for each article.
This does not happen in the US anymore. Google catches you for massive back link building and penalize you. SEOMoz authors suggest using social media more but it seems to have no effect whatsoever in Google Turkey. I really want to open a ticket for this in Google but don't know how to do it. Think about searching "urology" keyword in the US, would you see an informative website about urology or a site that contains a small article and wants to sell a bullshit product to you?
If anyone knows how I can contact Google regarding to this, please let me know.

SEO consultant from Romania here.
In our country "massive" link building stopped being effective about 3-6 months ago. Of course, at some searches spammy sites still show up among the TOP results... which is something I can't explain up until today. Nevertheless, bulk link building doesn't seem to have any impact on new sites. It's equal to zero and in some cases it even has negative effects.

Affiliate link building
I saw articles that said affiliate link building is not good. We are a training company that offer only some training programs. My idea is get other training company to link back to us, but only if they do not offer the same training as we do. We could reward them by giving them commission if the sale happens. Internal Link Building and Link Juice Quality
Hi There! I manage the website for a law office that covers many geographical locations. For very specific niche content, we would prefer to create one piece of content and link to the various geographic locations where we would handle that topic instead of posting multiple variations of the same content for each specific geographical area. If we put a button on these pages that has links to each location, will that have the same "link juice" effect to the pages we're linking that linking directly in the text would? Spam Link Building Discovered - What would you do?
Hi Mozers, After investigating our no 1 competitor we have discovered their 87k back links comparing to ours 1k. After dipper investigations we discovered that all the back links are gained by the websites created by themselves. So what they did is - they had purchased 10+ domains and created 10+ new websites that are identical as their original .com version. EVERY SINGLE LINK on these 'new' websites link to their .com version. The 'New' websites are not indexed. Literally each of us can do the same and gain thousands of back links, but isn't it violating google's policy? What are your thought on it? (What is the best practice to report the violation of google's policy to Google?) Best regards, Lana

Links I am not Building?
Hi All, I check webmaster multiple times on a daily basis, and I noticed some links that I have not worked on and look a bit spammy, is it possible for people to purposely pont bad links in my direction? If that is the case is there a way for me to remove them myself? Also the number of total backlinks are very different in Webmaster and my Open Site Explorer, is this normal? Thanks again !

Google Webmaster Tools Link Count
What are your thoughts on the link information provided by GWMT? It often takes quite a bit of time for the links to show up, and some quality links are never shown. Is it cause for concern if your link count is lower in GWMT than, say OSE? Any implications worth noting?
