Buying links - where is the line drawn?

I apologise in advance if this has been discussed before, but I'm a bit confused by this whole buying links/outreach scenario.
Example..
High ranking PR site (PR 85) has people advertising they can get you links from that site in exchange for money.
You would give them an article and it would look natural and a link - branded or keyword - links back to you.This is not new to people here who know of this. Obviously there is a difference between a link farm (crap site just selling links) and one of these highly recognised sites where you can obtain a link from.
I'm sure a goody 2 shoes will now tell me 'i should do everything natural not be tempted', but I actually dont know where the line is drawn between the same site giving a natural link to me and someone selling a link from the same site.
Google isnt going to downgrade the site I'm sure but how do they combat this or even do they combat it?
Do we have to accept that buying links is still a normal process and if done in moderation and discretely, you can get away with it?

ok, I accept the points raised above and understand where you are coming from.
The difficulty I am having is that I want to outsrouce link building/content reach (and yes, in white hat manner), but everyone I speak to seems to have a 'network' of sites they can build links from which really worries me as I'm sure google will spot a pattern.
How do I outsource without having this issue?

If you want to try this stuff, try it with your own website. This isn't anything to try with a client's or an employer's site, especially one that has a warehouse with $10,000,000 in Christmas inventory, eight employees and a $15,000/month lease.

Gotta agree with Logan, just don't do it! Even if it's tempting. There's tons of great ways to build back links, you shouldn't need to resort to buying them. Sure there's tons of sites that still offer paid links and never get dinged by Google, but as we have seen over the years Google is always watching and penalties can be incredibly harmful. Currently, I've been working on a travel site and have ran into the issue of 75% of blogs expecting payment for links. We have changed our approach to the link building process and have managed to see some success. Be creative, you'll still be able to build links organically.

I cannot believe I'm answering this question in 2016. Do. Not. Buy. Links. Ever.
The idea of buying links goes against everything Google wants their search results to be. If good ranking is simply a matter of spending money, than any hack out there with deep enough pockets can get their garbage site to rank for anything.

Inbound Links - Redirect, Leave Alone, etc
Hi, I recently download the inbound links report for my client to look for some opportunities. When they switched to our platform a couple years ago, the format of some of their webpages change, so a number of these inbound links are going to an error page and should be redirected. However, some of these are spammy. In that case, someone recommended to me to disavow them but still redirect anyway. In other cases, some were "last seen" a year or two ago, so when I try to go to the URL the link is coming from, I also get an error page. Should I bother to redirect in these cases? Should I disavow in both cases? Or leave them alone? Thanks for any input!

Linking Anchor Text is simply "." what is the purpose of this?
I have several backlinks with high spam scores. The anchor text as listed is either just a period, or it says there is no anchor text. These links don't generate traffic and there is no way for me to contact the website owner. Is this a case for the Search Console Disavow Tool?

Submitting url to link directories seen as un-natural link building?
Hi I have been a lurker for a long time, so I finally took the step to make my 1st post, and will hopefully start giving back more in the future since I have gained invaluable info from this great site Background I hired a new freelancer on our team of SEO consultants ("specialists") During the course a month he (the new consultant) submitted our website to numerous link directories (he assured me this is good), today I received the report of the work he had been doing for the past 4-weeks. I opened the report and I was furious and wanted to sack him there and then The Problem / My Question He had submitted our website to 150 directories with various levels of page rank, ranging from 7-1. Most of the directories are totally irrelevant to our niche (we are in the catering business) and he had gone and submitted the site to directories such as "finance busters", "questfinder" etc For all 150 submissions he used: exactly the same url exactly the same title exactly the same description exactly the same keywords My Concern Am I right to be worried about this? Or am I completely wrong and may this actually have an effect (even if none)? The way I see it is that Google is seeing 150 duplicate links coming from irrelevant directories all within a months time, which will trigger a red flag and possibly do major damage to my site, which has always been strictly white hat and been doing pretty well. p.s does link directory submissions even count these days anyway? How to stop links from sites that have plagurized my blogs
I have been hit hard by Penguin 2.0. My webmaster explains that I have many links to my articles (a medical website with quality content) from "bad sites." These sites publish my articles with my name and link to my site and it appears I have posted my articles on their site although I have not posted them-theses sites have copied and pasted my articles. Is there a way to prevent sites from posting my content on their site with links to my site?

Bad link backs out of my control
I have a big concern with my website. Recently I have been combing through the back links that I have been able to find associated with my web domain. Almost half of the links- 52 links- are from kinder-host. They are from what looks like could be valid sources, like babies-r-is.com/kinder-host.com or babies.kinder-host.com/page/6 etc. but they are junk. Some of these links are from articles I've written that are ripped off and placed on these websites along with my links. Some of the sites I can't even find the link but its there somewhere. Another 40 of the links are from attracta.com and although I can tell I have links on there to my website as well, I don't even see the link on the page and it is not related to my website. It's another junk site. So, I have bad link backs and no control over it. My understanding is this is potentially very harmful to my website! What can I do about it?

Anchor text for internal links
there has been a lof of discussion on this forum and elsewhere about over optimized anchor text, partial match anchor text vs exact anchor text match, etc. I am wondering iwhether or not exact anchor text matches are good or bad for internal links? Does anyone have anythoughts, or better, any studies? Paul

Are there *truly* any white-hat link-building tactics?
With our new knowledge -- yielded from J.C. Penney, Forbes, Overstock, content farms, et al -- that the link graph/link profile can be algorithmically mined by search engines to uncover non-natural patterns of links occuring over time, is there any level of link-building that is safe to engage in? If so, then what are those "bright white"-hat tactics that are 100% safe for a site to use?
