Negative seo by Shady SEO Firm?

Recently a former client of man called me up and said that his rankings for his Auto Repair Shop in Tacoma WA had dropped and he had his worst November in sales since they hired this new SEO firm to rebuild their website and provide SEO. Of course the first thing I did was check his back links and sure enough there are 22 links from Yellowbook.com all pointed to different cities
I checked the SEO firms website and they and they had 4 links from YellowBook. The problem was the links from YellowBook were all optimized from different cities. I am pretty sure Google penalized my client for the unnatural back-links to YellowCrook.com. Does the community agree that these links caused the penalty? After further looking at his search results I noticed that his keyword that he was number 1 for the last 3 years. Tacoma Auto Care was still showing high up in the organic results. Number 4 behind 2 yelp results and one other company. But he was still number 10 to 15 in the 3-pack results for the same keyword. This leads me to conclude that the Yellowpage links destroyed his NAP with all the different cities they added. See picture attached
Also when you use the same search terms in BING there is NO LOCAL Penalty.

Thanks for the response. The company Philsautocareinc.com has had stead rankings for 3 years. They hired this new company www.effectivewebsolutions.biz to do their website site in April of 2016. They took 3 months to build the website and then started SEO work around July August 2016. The reason I focused on the Yellowpage links is because www.effectivewebsolutions.biz has the exact same links pointing to there site. So i know they are the ones who did it. Since this business physical address is in Tacoma wouldn't googles algorithms still see the different cities in the Yellowbook links as spam? Just saying.

Agree with Marcel, in essence he recommends a deeper dive. I recommend collate links, from majestic, moz, ahrefs and WMT's. Then you have to go through them each manually.
I tend to focus on exact matching anchor text, and non branded anchors. That is where you usually find the culprits. Also when identified disavow from the root.
Focusing on bad links though is not enough.
I would also be tracking any other site changes, did the new seo company change any title tags, h1's etc. Is the page speed still under 2 seconds... you should be able to do deep dive off WMT's as it all seems within 90 days... pin point some dates of drops... look at the words specifically that have dropped. Get granular. WMT's should really help at this stage, so I would do a deep dive there, capture as much data as you can as it is slipping away.

Let me explain my confusion:
I’ve checked backlink profile of a website. He is not using his main domain while doing comment backlink. He put his another domain while doing comment backlink. The another domain redirect to the main domain. Why he use another domain while doing comment backlink?
Is it helpful to get better rank on Google? For example: My Main Domain = solutionfall.com
Another Domain= xyz.com (It redirect to solutionfall.com)
He just uses xyz.com while doing comment backlink. Thank You so much1 -
Infinite Scrolling on Publisher Sites - is VentureBeat's implementation really SEO-friendly?
I've just begun a new project auditing the site of a news publisher. In order to increase pageviews and thus increase advertising revenue, at some point in the past they implemented something so that as many as 5 different articles load per article page. All articles are loaded at the same time and from looking in Google's cache and the errors flagged up in Search Console, Google treats it as one big mass of content, not separate pages. Another thing to note is that when a user scrolls down, the URL does in fact change when you get to the next article. My initial thought was to remove this functionality and just load one article per page. However I happened to notice that VentureBeat.com uses something similar. They use infinite scrolling so that the other articles on the page (in a 'feed' style) only load when a user scrolls to the bottom of the first article. I checked Google's cached versions of the pages and it seems that Google also only reads the first article which seems like an ideal solution. This obviously has the benefit of additionally speeding up loading time of the page too. My question is, is VentureBeat's implementation actually that SEO-friendly or not. VentureBeat have 'sort of' followed Google's guidelines with regards to how to implement infinite scrolling https://webmasters.googleblog.com/2014/02/infinite-scroll-search-friendly.html by using prev and next tags for pagination https://support.google.com/webmasters/answer/1663744?hl=en. However isn't the point of pagination to list multiple pages in a series (i.e. page 2, page 3, page 4 etc.) rather than just other related articles? Im in Colorado and my competition has business names like Colorado SEO and then one company owns like 5 of the top 10 Google ranked sites under different names. What sources do you use to keep on top of SEO news?
I want to try building an RSS feed of SEO news... but not wanting to find myself drowning in materials As such, looking for a short list of recommendations for keeping on top of SEO developments – the impetus is that I'm still discovering changes that happened 2, 3, even 5 years ago, and I want to try and catch these things as they happen. Using Yext - Opinions? Thoughts? Harmful effects on SEO?
Hi All, Does anyone have any experience using Yext? We have 36 locations across the US and I think it would be great to get our local listings knocked out efficiently. Can anyone provide information on the directories they list you in (perhaps Google places listings, for example)? Also, can anyone provide feedback as to whether or not there is any harm with blasting so many directories at once? I am currently working a site re-design and we are looking at if href="#" and href="javascript.void()" have an impact on the site?
