Meta tag keywords with the same words in them.

I'm updating some older pages and was wondering about potential penalties from having keywords that start with the same phrase. It's a geographic area so there is the "full name" and the abbreviated name. I'd like to have keywords for both.
For example:
virginia beach, va beach, virginia beach attraction, virginia beach things to do, va beach attraction, va beach things to do, virginia beach dolphins tour, va beach dolphins tour
Is that spammy? I understand they don't have the same weight as they used to but I'd like to optimize for them anyway since I'm redoing some things.

Forgive me, I'm a little confused by your post title. To be clear, are you referring to <meta name="keywords" ...>which would contain a list of all of the keyword referenced within the page?</meta name="keywords" ...>
- If you are, you should know that Google drove a stake through the heart of that abomination years ago. Yahoo and Bing weren't paying much attention (if any) to these as of a few years ago, so this practice can be safely abandoned.
Meta Title and Meta Description are of value to users and a correctly titled page will give you some SEO benefit, so use these in accordance with these guidelines:

If you are simply referring to the keywords within the body of your page, I recommend treating your copy as though it were conversation with a prospective customer; if you keep endlessly repeating the same thing in slightly different ways they're going to ignore you at first and then, if you persist, actively avoid you. So what you need to say without trying to say the same thing a thousand different ways; it's a huge turn off for visitors and Google will not reward you for it. That's not to say you can't repeat the phrase a couple of times throughout the copy, with a few slight variations on a theme, but don't labour the point. Read your copy out loud - if you start to annoy yourself (or others) you know you've overdone it. Less is more.
And give Google credit; it's smart. There really is no need to endlessly feed it every variant going. Google have invested huge sums of money in getting smarter and semantic search (https://www.searchenginejournal.com/seo-101-semantic-search-care/119760/) is a big part of that. I'd drop VA altogether (apart from the odd mention in a page or two - if it justified it because it added clarity and stick with 'Virginia Beach', building the main thrust/theme the site (or section of the site) around that, with separate pages for each specific activity or article focus 'dolphin tour' etc. Google will work it out without the need for you to shout at them.
Keep the end user at the forefront of your thinking when you're building your site, answer their questions, scratch their itches, and you'll be rewarded.
Use your keywords appropriately not repetitively, regardless of the context.

A few years ago Matt Cutts said that google does not take into acount the meta keywords tag.
Here the youtube video: Google does not use the keywords meta tag in web rankingI have no information about being penalized for using that tag with keywords like that.
Honestly, very few sites uses them. And some SEOs consider that there is no risk other than your competitor knowing what your keywords are.Best Luck.

It's not that they don't have the same weight - they have no weight, Stephen. Don't waste your time on them.
(In fact, you'll just be making it even easier for your competition to grab lists of the keywords you're targeting.)

Tag Clouds in Google Despite Canonical Links for Single Tags/Articles
I am frustrated to see a lot tag clouds in Google even though I programmed my tagged pages to display a canonical link to the linking article if the is only one result for the tag cloud. The goal to to make sure that the article, which is of better quality than the tag page, ends up in Google without a bunch of thin tag pages getting in there. For instance this article should be in Google and this tag should not be because that tag has a canonical URL for that article. I do not have a lot of experience with tag cloud SEO because I prefer to limit such pages to categories, but I have found tag clouds to be important for aggregating information for specific issues, people, or places that are not already a site category. Some tags I have used to power social media pages that update automatically from RSS feeds for their related tag archives. That is quite useful for pages like that. Should I start using Meta noindex for those instead of rel canonical? I have already done that for author profiles because author profiles get a lot of on site links compared to individual articles because my gridviews use javascript for paging. The same is true for the tags, so if a tag is tagged in 30 articles it will have links from 30 articles but if those articles are not in the latest 20 for that tag only the latest 20 will have links back from the tag archive. I also suspect having a lot of tag pages with little content to negatively impact my indexing rate. I will see a number of recent tag pages added before new articles.

Adding CTAs in Meta Descriptions
Whats peoples opinions about putting Call To Cations CTAs in Meta Descriptions, and does this ever occur a Google penalty, as it can sometimes look a bit clickbait. For example I am looking at a site which currently has this meta description Meta Description: For more information on our sustainable, natural office furniture, click here to get in contact. Is this kind of description ranking unfriendly, Ive seen them used a lot but IM not a big fan of this myself. Any thoughts?

Keyword Stuffing Question
Say your on a e-commerce category page "Shirts" every lower level category has "shirts" in it such as: T-shirt, long sleeve shirt, sweat shirt, v-neck shirt, and so on. Is this page going to be penalized in google for the keyword "shirts" just because it is in the title and on the page a thousand times because i'm targetting words like "long sleeve shirt? and if it is, will the "long sleeve shirt" keyword be negatively affected as well? Exact keyword match for meta title and h1 what is best practice?
How exact should my meta titles and H1 one be compare to the keyword you wish to rank on. Eksample. When I do a research with google AdWords the keyword tool shows me: 260 monthly searches for house for rent Hua Hin 140 monthly searches for Hua Hin house for rent 70 monthly searches for House for rent in Hua Hin The first two includes the exact same 5 words while the last one includes the stopword "in". That google have different search volumens for these very smilair search queries tells me that small differences matters. So how does that effect the way i shoulf write my: a)meta titles b)H1 I feel I get better sentences often by reordering the keywords etc. “Top tips on how to rent house in Hua Hin” Instead of “Top tips if you want a house for rent in Hua Hin” Do you use stop words like “in” hua hin. My goal is to write easy to read and unique content but i feel i can make exact matches if required with out compromising to much.

Keyword Repetition in Title Tag
I am managing an online pharmacy website which has thousands of pages. I'm creating title tags for the pages that currently have automated tags.

I generally choose a word, find the next best alternative and merge them in the title.
Often this results in repetition of 2-3 words. Examples below:-

Opinions on Alt tags
Reading around the web, there are many sources that suggest all images should have an Alt tag attributed to them. This is good for accessibility etc, however there appears to be conflicting interests between this and what works for SEO. Hence many other sources suggest that you include a keyphrase or two in 1 image Alt tag, and then leave the rest blank so as not to dilute the alts on the page. In my experience, the latter appears to be true. However this seems wrong when the Alt attribute really should be used for accessibility reasons and not for SEO - why would the search engines encourage us to provide poorer quality information by harming our rankings if we try to make a website accessible? Interested to hear your opinions and experiences on this subject. Thanks.
