What does the "base href" meta tag do? For SEO and webdesign?

I have encounter the "base href" on one of my sites. The tag is on every page and always points to the home URL.

<base> allows you to set the default attributes for links on the page. For example if I set <base href="http://www.mydomain.com/"> then I can make a link to and it will point to http://www.mydomain.com/mypage.html

Hreflang Errors 404 vs "Page Not Found"
For a websites that differ between catalogs (PDPs) what hreflang error causes the least harm? Obviously the best solution is to only have hreflang for shared products, but this takes more work to implement. So when no identical product exists... 1. Hreflang points to 404 or 410 error. 2. Hreflang points to 200 status "Page Not Found" page. This obviously has the additional issue of needing to point back to 100+ urls. I want to avoid having Google decide to ignore all hreflang due to errors as many correct urls will exist. Any thoughts?

What is the best meta description for Category Pages, Tag Pages and Main Article?
Hi, I want to index all my categories and tags. But I fear about duplicating the meta description. for example: I have a tag name "Learn Stock Market", a category name "Learning", and a main article "What is Stock Market". Meta Title Pipes and Spacing
I've been doing optimization on a clients website and want to make sure I'm maximizing my characters. Does anyone have any feedback on the spacing in between the pipes ( | ) ? IE: Internet Marketing Company | Denver SEO | Brand Name Do the spaces before and after the pipes play a role in whether the search engines can distinguish the keyword or is it all considered one word if there is no spaces such as: IE: Internet Marketing Company|Denver SEO|Brand Name Any information will be super helpful. Do Parent Categories Hurt SEO?
I have parent categories and subcategories. Will it be harder for the subcategories to rank well because they have a parent category? The URL is longer, for one. I am just wondering if I should not have parent categories. I have one category page doing really well and I am trying to boost the others (most of which are subcategories) and this is a concern for me. Thanks! Edit: I also have a category that has 2 parent categories. I want it automatically in those 2 categories and one of its own. By itself it is very important keyword. Is this ok or should I have it be a parent category?

Rel canonical tag back to the same page the tag is on?
Very simple, Why would a website (and I have seen tons doing this) link the rel canonical tag back to the same page the tag is on? Example: somepage.htm has a canonical tag linking to somepage.htm I thought the idea of this tag was to tell google if 2 pages are similar, this page is the original, and it's this page which should be indexed and the page with the tag on should pass all PR to the original. Maybe im wrong and someone can help me out to understand this.

Does Title Tag have to be in the HEAD tag?
We are using templates that load the same header for every page. I'd like to just include a different title tag in the "body" template of each page. If I was to do this, does it affect SEO at all?
