Purchasing an established domain name - Whats the right move?

Hey Moz community,
To fill you in, we have a situation where we are able to purchase a domain name that has some longevity behind it, has some great inbound links coming to it, and until recently was ranking incredibly well for all of the relevant keywords nationwide. The issue is, the seller took their website down about a month ago and now, since the domain has been sitting there going to no mans lands for that period of time, it has fallen off the map for all of those important keyword rankings.
I'm looking for guidance on the following:
1. If we still move forward with purchasing the domain name, do you believe we could recover those rankings quickly? Or are we better off building from scratch with a new domain.
2. Because of the back links alone, I still feel there is some value in this domain name. The issue is, if we buy it, what do we do with it when we have it? Make that our primary domain name going forward? direct the domain name to a landing page/site that ultimately leads website visitors down a path to get to our website? Something else?
Any insight / thoughts / suggestions would be greatly appreciated.

If the site is down for a few days it's not an issue. Much more than that and it will be difficult to retain any of those rankings. Even if you took possession and build content that is contextually relevant from what was on the previous site, the DA will most likely steadily decline. Also, most likely the domain ownership will change. Google recognizes these patterns (site down for a prolonged period of time and change of domain ownership) and will discount any links. These are mechanism put in place to discourage this activity. I have heard success stories on doing this, but far and few between in last few years.

At what point do you think that an inbound link becomes a bad or low quality link when it comes to the inbound links page domain Authority and page Authority. SO as they are scored 1-100 in each case. At what score would you attempt to get rid of such links.

What's the best way to switch a campaign from sub-domain tracking to root domain tracking?
I realized after the fact that one of my campaigns also has a mobile website sub-domain that I'd like to track (ex: http://m.website.com). How can I switch this campaign over to root domain tracking without deleting everything and starting over?

Domain.com and domain.com/index.html duplicate content in reports even with rewrite on
I have a site that was recently hit by the Google penguin update and dropped a page back. When running the site through seomoz tools, I keep getting duplicate content in the reports for domain.com and domain.com/index.html, even though I have a 301 rewrite condition. When I test the site, domain.com/index.html redirects to domain.com for all directories and root. I don't understand how my index page can still get flagged as duplicate content. I also have a redirect from domain.com to www.domain.com. Is there anything else I need to do or add to my htaccess file? Appreciate any clarification on this.

Domain authority decrease after open site explorer update. Reasons?
Hi! I just noticed a decrease on our domain authority and also the page authority of several of our pages on the SeoMoz toolbar. For instance, DA went from 34 to 29. I was scared and confused, so I went to check it on the opensite explorer and saw that it had been updated. I want to ask you guys if the same happened with your metrics or is it just us. Because the strange thing about it is that we have been doing some good optimization work lately and also some linkbuilding, and actually our SERP’s have been improving in general, and some specific ones have been performing great.
