Local SEO Over Optimization

We are targeting a bunch of services for our local business that works in and around their location. I'm concerned about over optimization and need some guidance on whether these points should be resolved.
The company is based in a city and works mostly in the city but also in the surrounding areas. Currently, the site has 6 services pages (accessible via main nav) targeting the same location i.e. “Made Up Service London”, “Imaginary Service London” (with URLs and H1 tags etc. in place containing this location). However this is soon going to become 9 services pages, I am concerned that the repetition of this one location is starting to look spammy, especially as its where the company is based.
Initially, I also wanted pages targeting the same services in other nearby areas. For example “Made Up Service Surrey”, “Imaginary Service Essex”. This has not happened as the info available has been too sporadic. I was going to add links to relevant case studies into these pages to beef up the content and add interest. To that end, we came up with case studies, but after a while, I noticed that these are also largely focused on the primary location. So out of 32 case studies, we have 19 focused on the primary location again with URL’s and H1 tags etc containing the location keyword. So in total, we have 25 pages optimized for the location (soon to be 28 and more if further case studies are added).
My initial feeling was that the inclusion of pages targeting services in other locations would legitimize what we have done with the main pages. But obviously we have not got these pages in place and I question whether we ever will.
What is my best course of action moving forward?

So canonical tag if the pages have the same (or very similar) content.
The page for each location would have different content (adding as much value as possible to the user).
So it sounds like I'm on the right track.

Yes I do mean canonical tags as don_quixote correctly pointed out "Each page should have a clearly defined purpose and respond to a customer query." however if you must use the same page for different locations...

Each page should have a clearly defined purpose and respond to a customer query.
So if each page is unique ie plumbing toilets London, plumbing sinks London, then with great contextual relevant content that is spot on and will help the customer. ie as Each page chases local search but addresses a niche within the plumbing field.
How if both pages were to target plumbing toilets London and the content is essentially the same - that is a waste of resources for all.

Not sure I quite understand what you mean by "... or use canonicalization" I assume you're talking about the canonical tag but not sure where your suggesting I should/could apply it.

Your approach is fine WRT targeting - I recommend that you ensure that you create content for each location or use canonicalisation.

Local Site Linking to Corporate Site In Main Menu - Bad for SEO?
Hi, We have 'local' websites for different countries (UK, DE, FR, AP, US etc.) and a corporate website, the local websites are going to be linking back to the corporate website in the main menu (think about us, terms and conditions kind of pages). Any local products will have their own pages on the local website but global products will be linked back to the corporate website. We will be placing an indication the user will be going to another website next to those menu links that go to the corporate website. Is there any drawback to this for SEO? Local Search ( Automotive Vertical ) One Targeted Landing Page Listed Twice In Navigation
NOT talking about the same page being linked to twice Talking about One (1) (landing) page Being Listed Twice In Navigation. If we are a local based business, what is the best approach to tracking keywords? Shall we be micro tracking?
we are a local based business and we only have one physical property but we service a 15 mile radius (people within a 15 mile radius will use our services) when it comes to keyword tracking and monitoring should we just be looking at the 3 main local towns or should we go out to the villages around our area too? at what level shall we be micro tracking? do we go to such a micro level for tracking keywords for all the villages which creates a lot of keywords for the locations? what is the best approach?

How can my categories rank for my different branches? Tidied site up but now local rankings are worse
Dear Mozzers , I am wondering if someone could please help with some advice and assistance on the following for our Tool hire site: Basically I like to know how we can rank for our categories for our different branch locations ?. We have a branch finder page and separate branch pages but I do not know if I should have an internal link from all our branch pages to all my different categories or not or is google clever enough to know that I have x locations and x categories and I should rank all the categories in all the locations. I think my site structure is fairly straightforward and on the face of it similar to what others do who have multiple branches . We have lots of good unique content , lots of citations for our branches and categories etc but we just don't seem to rank at all well for any of our categories in local search. Even without putting the city name in we dont rank to well in local search. We used to have individual pages for our categories in each of the cities we have branches with unique content on all and these did rank quite well in a few cities but never top 3 in most and we got rid of these last month (start of Oct) as I was told that google may see this as quite spammy or doorway pages if I have a carpet cleaner hire Bristol page or a floor sander hire Bristol page etc ?.. All my location landing pages now just 301 back to the appropriate category. I am wondering if getting rid of these landing pages was a good idea as by tidying things up , I've seemed to have lost my local rankings for my cities. Can someone please advise if what I did was right and what else I should look at doing ?> Could it be an internal linking issue I need to sort ? Any assistance much appreciated.

Moving to a new Location: SEO Website
I'm moving to a different state and want to keep my business and clients in both locations. Is it better to build two separate sites, one for Ohio locations and create a new site for Tennessee content? (www.ohiosite.com & www.tennesseesite.com) Or is it best to keep one site, and install a second wordpress site in a separate folder like ( www.site.com + www.site.com/tennessee )

Can a localization web design update hurt SEO?
Hi mozzers, Me and my team are having a major website refresh and update for one of our client's. The structure of the website can be divided into 2 types of pages: corporate pages(representing the core services of the company which rank nationally) and microsite pages(representing each and every 30+ franchise locations ranking locally). Right now when you visit the Seattle microsite page you have localization feel but the main nav(of corporate site) remains at the top on top of the subnav(orange under map) which is customized for the location where you are in. My colleague who is the main person in charge of this website update would like to create a better localization experience for users in specific cities by having one main navigation instead of 2 displaying exactly the same pages displayed on the actual subnav (actual microsite) (images are below of actual and potential look of the website). FYI: URLs will remain the same. I really like this idea of a more personalized experience but I am afraid that the local seo strategy we have done so far may be jeopardized because of this new design but i am not sure. Am I right? Are we going to lose national and/or local rankings? Will this fresh design hurt the SEO we have been doing for the past few years?
