What are SEO best practices for Java Language Redirections?

We would like to get some insight on what is the best practice of setting up canonical URLs in the below scenario.
CMS used: Liferay – we believe they are using java. The URL structure at this stage can not be changed to best practices (/en/ and /ar/). Currently the language redirections works like this:
English: https://www.website.com/page1?AF_language=en
Arabic: https://www.website.com/page1?AF_language=ar
Depending how you entered the website last time the root URL will show English or Arabic content without the ‘sufix’:
All 3 different URL’s are being indexed on Google - which is causing duplication and confusion.
We have a few ideas:
Have 2 main URLS:
https://www.website.com/page1?AF_language=en and have the canonical set to https://www.website.com/page1?AF_language=en
https://www.website.com/page1?AF_language=ar and have canonical set to https://www.website.com/page1?AF_language=ar
However, how would you handle the root page which does not have a specific language attached. If we need to make a choice we would go with Arabic, as mainly Arabic pages are indexed on Google with the root domain. This way we would (hopefully) retain the rankings for this.
Question: did anybody had to deal with a similar situation? What would you do in a similar situation and why?

Quite an old style of architecture, it's a shame it cannot be changed. Just so others understand a bit more, what you refer to as a 'suffix' is actually called parameters. In a URL, anything following "?" is parameters
If the language on the root is dynamic (it changes) then it's very difficult for you to hreflang to it effectively as it will conflict the the parameter URLs (which are language based) AND additionally, you won't know for certain what language to hreflang to. That also makes canonicals to the root quite tricky IMO
I think what you are already doing, is the best of a bad situation. At least the parameter-based URLs set a designated language which you can rely on to be the same

Scroll down until you find the heading "Using locale-specific URLs" and look at the table underneath of that heading
Parameter-based geo-targeting, is actually the only one of of multiple architectures, which Google put in red text and explicitly warn people away from. Since the site you are looking at has crossed that red line, you may need to manage expectations about results. If they're going to pick the worst possible format and stick with it, without asking you as a consultant what is best, they've kind of shot themselves in the foot there
P.S: Regarding 'actual' redirects, not canonicals. For sites that have proper sub-folder structure, usually you redirect users based on their location, but allow them to flag select to 'escape' the redirections (which can sometimes go wrong). You also usually exempt Google's user-agent ('googlebot') from regional redirects, as they can only crawl from one location at once and otherwise they think areas of your site keep going up and down due to all your redirects. But with your structure, I'm not sure I would even touch redirects. It's in enough of a state as it is without rolling those dice

Checking subdomains/ site structure of a website for International SEO
Dear Moz community, I am looking into two websites for a friend and we want to understand the following: What is the site structure as per the sub domains? e.g currently it is .com/en/ or .com/ru/ or .com/zh/ Using the crawl report, each page has a en or other language version. I take it this means that we have to create copy, meta titles and descriptions for each of the languages even if the page is the same but in a different language? To avoid duplication of content would you suggest canonical tags to be put in place? To check hreflang mark up, I couldn't find anything in the code which makes me thing a script is automatically translating this? Do you use HREF lang tags when each page that is localised only exists in that language?
Hi, I have 2 questions I am seeking an answer for. We have a home page in english GB, we then also have products which are specifically served in US. For these pages where the phone number is american, the spelling is american, the address is american, do we need to implement href lang tags? The page isn't a version of another page in english, the page is only in the native language.Secondly, is it recommended to create a second home page and then localise that page for US users?I'd be really greatful if anyone has any pointers as googles forum doesn't explain best practice for this case (as far as I can tell).Many thanks

Keyword Tool Best Practices
VERY much a newbie with MOZ Pro (10 days into my 30-day trial), so for that, I apologize. I just want to get an idea of the time needed to accumulate data for keywords, and if I am doing all this right. I'm guessing this...use the tool and enter as many keyword possibilities as I can come up with for my website. Then wait a week or so. Then make a keyword decision. Is this the recommended or best practice? If it makes a difference, my website pertains to a local onsite service that I provide. Any web traffic more than 50 miles of my physical location would be a waste. My 1 on 1 session with Seun was great, but now I need to put it all together and make some traffic happen! Any other ideas, please throw them my way. If I'm completely off-base with this, feel free to send insults!

More pages on website better for SEO?
Hi all, Is creating more pages better for SEO? Of course the pages being valuable content. Is this because you want the user to spend as much time as possible on your site. A lot of my competitors websites seem to have more pages than mine and their domain authorities are higher, for example the services we provide are all on one page and for my competitors each services as its own page. What Is The Best Strategy For Writing Image Alt Text For SEO?
Curious on this topic, as websites that are image heavy, but have little written content can have depend on alt text for "readable content". I am aware the "best practice" is to write it as if you were describing the image to a blind person, but are there any SEO strategies that people have seen good results with?
