How could Google define "low quality experience merchants"?

Matt Cutts mentioned at SXSW that Google wants to take into consideration the quality of the experience ecommerce merchants provide and work this into how they rank in SERPs. Here's what he said if you missed it:
"We have a potential launch later this year, maybe a little bit sooner, looking at the quality of merchants and whether we can do a better job on that, because we don’t want low quality experience merchants to be ranking in the search results.”
My question; how exactly could Google decide if a merchant provides a low and high quality experience? I would image it would be very easy for Google to decide this with merchants in their Trusted Store program. I wonder what other data sets Google could realistically rely upon to make such a judgment. Any ideas or thoughts are appreciated.

I would agree that the Google Trusted store would be a good place for them to start, very convenient.
They could also use ratings from other review sites, like Yelp, etc. and possibly even social signal via Google Plus, Twitter, etc.

I can see them doing something with longevity tracking and repeat customers. They could possibly track to see if people are return shoppers to a site.
And then there is the obvious reviews of a store from Google Wallet users when you are a Google Wallet store.
I think there are other things that they could do just in the design of a site. They could possibly figure out what design elements make an experience easier on the shopper.

Google Birthday Update - noticeable industries?
Anybody see anything specific around which sites are seeing upswing from birthday update? We saw a lot of rankings drop, most drastic in terms that are more loosely associated with our offerings but also seeing more sites with higher DA taking a spot or two above and some more images in top spots for ecommerce terms that you might not usually think to click images to view. For a lot of these terms we're sure our conversion is better, and we offer to more of the search query intent, than some of the competitor sites that have taken top spots - even Amazon and staples who I'm guessing will move back down after google sees people leaving their site to find what they are looking for (hopefully).

SEO experiments
Hello All, I would appreciate if you could share with me your insight and advise on how to run SEO and UX experiments. How do we set up the proper benchmark and control groups, what tools to use? How can we ensure that the changes we see are not due to other factors and what difference is needed to confirm our findings? Some of the things I would like to test is if certain words in the title tag can correlate with higher CTR or with lower bounce rates. I would also like to quickly test if the common best practices only 1 h1 etc have any effect on rankings at all. Please share with me from knowledge and experience. Thanks Much!

Google Reconsideration - To do or not to do?
We haven't been manually penalized by Google yet but we have had our fair share of things needing to be fixed; malware, bad links, lack/if no content, lack-luster UX, and issues with sitemaps & redirects. Should we still submit a reconsideration even though we haven't had a direct penalty? Does hurt us to send it?

How can I tell Google two sites are non-competing?
We have two sites, both English language. One is a .ca and the other is a .com, I am worried that they are hurting one another in the search results. I'd like to obviously direct google.ca towards the .ca domain and .com towards the .com domain and let Google know they are connected sites, non-competing.

Google doesnt index my Google+ Profile
Hey guys! I know it sounds like a novice question, but I have checked ALL THE BOXES THAT TELL GOOGLE TO INDEX MY GOOGLE+ PROFILE. It is Visible for search - 100%. It's been 3 weeks since I opened a Google+ profile and it still hasn't been indexed for its name. Any guesses what's going on? (It's not this name so don't try to google me)

Has there been a Google change in the last 24 hours?
We have come in this morning to find our site (paydayuk.co.uk) has suddenly disappeared from their SERPs, we have consistently been ranking in the top 5 for a wide range of search terms but now do not even appear for our brand name of Payday UK where we have been first for many months. Our site is still indexed and we have made no changes for a while as any SEO work is waiting on completion of a CMS system. Looking in https://groups.google.com/a/googleproductforums.com/forum/#!categories/webmasters/crawling-indexing--ranking and there seem to be a lot of people having the same issues but as of yet no answers. I'd also like to add we don’t use black hat techniques so we really don’t understand why we have been penalised. Can anyone help please?
