Possible to expand organic reach in multiple countries/markets without localized content?

Hi everyone,
I was recently hired as Content Lead for a SaaS company. We are based in Germany with plans to expand into the UK, Ireland, Spain, and the Netherlands. All of our website content is entirely in English and we don't have plans to localize content for any of the new markets. At least not yet.
One of my responsibilities will be to expand our organic reach through, mostly through SEO content.Though I'm comfortable with the fundamentals of SEO, I'm no expert and I certainly don't have experience with international SEO. I consulted a couple of resources like this guide to international SEO from Moz and this video from Semrush. In a nutshell, this is what I gather: if you want to expand organic reach in foreign countries/markets, you need to 1) decide what kind of domain you want to use and then implement the necessary technical configurations and 2) create localized content in the target market's language.
As I mentioned, we won't be localizing any content at first. My question, then, is can we go about creating content in English and hope to gain any kind of meaningful organic exposure in non-English speaking markets? If so, what's the best approach?

Revenue Drops from Organic
Hi We've started to see steady drops in revenue since Jan 22nd each day & I can't seem to pinpoint why. We aren't seeing a drop in traffic for those pages, but we have seen ranking drops in other areas. Our Web Site Is candere.com. Its PA and back link status are different for https://www.candere.com, http://www.candere.com, https://candere.com, and http://candere.com. Recently, we have completely move from http to https.

How to rank for a location/country without having a physical address in that location/country
How do I go about it if my physical address (office) is in Country A but I want to rank my website in Country B, C and D (without having an office or physical address in the countries B, C and D)? I am aware of people setting up virtual offices in other countries/cities and adding them to Google Places/Maps with toll free phone numbers, but I don't wish to do any of that. I know Google will catch up with this one day or the other and punish me hard for trying to play games with it. Is there a way rank a website in another country without actually having a physical location there? If yes, please guide me how to go about it.

All Thin Content removed and duplicate content replaced. But still no success?
Good morning, Over the last three months i have gone about replacing and removing all the duplicate content (1000+ page) from our site top4office.co.uk. Now it been just under 2 months since we made all the changes and we still are not showing any improvements in the SERPS. Can anyone tell me why we aren't making any progress or spot something we are not doing correctly? Another problem is that although we have removed 3000+ pages using the removal tool searching site:top4office.co.uk still shows 2800 pages indexed (before there was 3500). Ranking locally without local keywords in title?

Are links to on-page content crawled / have any effect on page rank?
Lets say I have a really long article that begins with links to <a name="something">anchors on the same page.</a> <a name="something"></a> <a name="something">E.g.,</a> Chapter 1, Chapter 2, etc, allowing the user to scroll down to different content. There are also other links on this page that link to other pages. A few questions: Googlebot arrives on the page. Does it crawl links that point to anchors on the same page? When link juice is divided among all the links on the page, do these links count and page rank is then lost? Thanks!
