Site DA and squeeky clean link building

We've got a piece of useful content we're doing outreach for. No sites we have found are in our exact niche, but there are generally relevant sites we're targeting.
What's a good rule of thumb for the minimum PR or DA we should go after to make sure our link building is squeaky clean for the future?

PR1 is a good minimum, but it really depends on your niche and how much resources you have to do this outreach. If you want to make sure you are only getting links from quality sites, I would do a manual review to see if the site passes the sniff test, and also run a backlink report to make sure they're not doing anything shady.

Site-wide links with optimized anchor words?
Hi Moz community, I work at a web design company. I found my competitors have a lot of site-wide backlinks from their clients with optimized anchor text "affordable web design by XXX". Some of the clients' website are not even relevant to web design or design industry. I am sure those are dofollow links. Although I heard a lot of sayings that site-wide backlinks look unnatural and spammy, why the top ranking guys are still using this way to acquire backlinks? Site Redesign - Inbound Links
Hello all. What would be some of the best practices or good resources on site redesign while maintaining inbound links? We would hate to have the natural, organic links to the site we have generated over the past 3 years to all of a sudden become broken. The domain is not changing but the URL structure very well may. For example, www.domain dot com/blog/postabouttopic which has many inbound links may move to www.domain dot com/news/blog/postabouttopic Is it a matter of simply using 301 redirects from the old pages to the new pages? Unnatural Links Removal - are GWMT links enough?
Hi, When working on unnatural links penalty, is removing and disavowing links shown on the GWMT enough or should the list be broaden to include OSE and Majestic etc.? Thanks

How do I best deal with pages returning 404 errors as they contain links from other sites?
I have over 750 URL's returning 404 errors. The majority of these pages have back links from sites, however the credibility of these pages from what I can see is somewhat dubious, mainly forums and sites with low DA & PA. It has been suggested placing 301 redirects from these pages, a nice easy solution, however I am concerned that we could do more harm than good to our sites credibility and link building strategy going into 2013. I don't want to redirect these pages if its going to cause a panda/penguin problem. Could I request manual removal or something of this nature? Thoughts appreciated.

Fading Text Links Look Like Spammy Hidden Links to a g-bot?
Ah, Hello Mozzers, it's been a while since I was here. Wanted to run something by you... I'm looking to incorporate some fading text using Javascript onto a site homepage using the method described here; http://blog.thomascsherman.com/2009/08/text-slideshow-or-any-content-with-fades/ so, my question is; does anyone think that Google might see this text as a possible dark hat SEO anchor text manipulation (similar to hidden links)? The text will contain various links (4 or 5) that will cycle through one another, fading in and out, but to a bot the text may appear initially invisible, like so; style="display: none;"><a href="">Link Here</a> All links will be internal. My gut instinct is that I'm just being stupid here, but I wanted to stay on the side of caution with this one!
