The impact of homepage link compared to site-wide backlinks

Hello,
I was wondering as to how much a bigger impact a backlink has when its linked site-wide as opposed to homepage only? What if the PA/DA of the homepage was good enough (mid 80s), would just a homepage link give a decent result?
I just want to mainly know the difference in the impact of each, regardless of the DA/PA, as long as it comes from one domain.

I've actually found site-wide links to have detrimental effects when tested. I usually go for in-content links.

Thank you for the info. Lets say for instance I have a text-link on a homepage of a website. Would this text link get more weight/authority if it was to apply say on the inner/sub-pages of the same domain as well as the homepage?

From a hypothetical point of view there are a lot of variables that go into this question: size of site, PA, DA, text of link, mix of links, contextual nature of the links, and so on; basically, you have a spectrum of answers depending on all the variables, where in one case a link from the home page would be massively stronger than links from all sub pages, or the inverse, where universal links would dominate one link from the home page.

Not answering the question but a comment on the topic...
A PA/DA of mid 80s is absolutely phenomenal. For reference, this is a DA often seen on the websites of major universities - Berkeley.edu is 86. I would be skeptical of a DA Mid80s site that would give homepage and sitewide links. Sounds too good to be true. I would wonder if the site has enough manipulative links to make it dangerous? Just sayin' how this registers here (if it sounds too good to be true then maybe it is).... but maybe you have found a treasure?

Regarding backlinks, I'm wondering which is more advantageous for domain authority and Google reputation: Option 1: More backlinks including a lot of spammy links Option 2: Fewer backlinks but only reliable, non-spam links I've researched this topic around the web a bit and understand that the answer is somewhere in the middle, but given my site's specific backlink volume, the answer might lean one way or the other. Will duplicate product information paragraphs negatively impact our site?
We are selling paint and have separate pages for different colour cans, each with their own unique description. We would like to include a few additional paragraphs of product information below each description, but this will be identical across all the products. Should I keep a website which is outdated or close it down? It has a few links. If I keep it can I redirect people to our newer site?
We are in the process of buying some intellectual property, and it's websites are very dated and only have around 5 external links each. What's the best course of action? Do we close down the sites; then redirect the urls to our current website, or do we leave the sites up, but redirect people to our new site. Changes to 'links to your site' in WebMaster Tools?
We're writing more out of curiosity... Clicking on "Download latest links" within 'Links to your site' in Google's WebMaster Tools would usually bring back links discovered recently. However, the last few times (for numerous accounts) it has brought back a lot of legacy links - some from 2011 - and includes nothing recent. We would usually expect to see a dozen at least each month. ...Has anyone else noticed this? Or, do you have any advice? Thanks in advance, Ant!

Site Link Issues
For several search terms I get site links for the page http://www.waikoloavacationrentals.com/kolea-rentals/kolea-condos/ It makes sense that that page be a site link as it is one of my most used pages, but the problem is google gave it the site link "Kolea 10A". I am having 0 luck making any sense of why that was chosen. It should be something like "Kolea Condos" or something of that nature. Does anyone have any thoughts on where google is coming up with this?

I have a link on pr 3 home page website placed in the side bar. It is on a WordPress website that spans a couple hundred pages and the side bar is on every page. The majority of the pages are not ranked or have any pr. Can this affect me negatively?

Will an identical site impact SERP results
I came across two identical sites for two different business owners in the same industry. I'm sure you've seen these. A web company offers individuals in the same profession a template site with the exact same content for each site. All that is different is the domain. i.e. mycompany.com/news/topicsname will have the exact same content, images, tags, etc. as mycompany2.com/news/topicsname. I would assume having the duplicate content, especially if two site owners are in the same town, will ultimately hurt the rankings of at least one site. Is this correct? Thank you for your help.
