Should I Disavow Links if there is No Manual Action

Hello,
I just recently took on a client that had hired a very black hat seo and used their service for roughly two years. He outsourced link building and the link profile is full of spun articles and blog commenting on chinese websites etc…
The anchor texts/pages used for all this spamming no longer rank, but there is no penalty in Webmaster tools manual actions.
I was thinking about disavowing some of the obviously spammy backlinks that exist but would that be raising a red flag that could lead to a manual action and even more negative movement?
Have you ever heard of anything like the situation i'm dealing with where its obvious the pages have been hit but there is no manual action? What do you all think/suggest? And Should I disavow some terrible links and potentially open a can of worms?

There are many link-based algorithmic actions that can hit a site, including Penguin, so just because you don't have a warning of a manual action doesn't mean that you're not in trouble. I can't see the data, but this doesn't seem to be speculative - you're basically saying that certain pages and keywords have clearly been devalued.
If you've ruled out technical issues with the pages (including duplicate/thin content issues), and you know the spammy links are targeting these pages, then I think disavowing is probably a good way to go. Ideally, try to have some of the links removed first, as that will make Google take the request more seriously (and disavow is basically a request, although it's semi-automated).
It's entirely possible, too, that you're already headed for a manual action, so even if you do nothing, the situation could get worse. If you were unaffected, I might suggest pruning some of the bad links and focusing your future link-building on better tactics, but you're already taking damage.

As Jeff say, there's no problem with proactively disavowing low quality links to your domain.

In the past, the disavow tool was the "tool of last resort." You weren't supposed to use it unless you'd had a manual action.
But Google's Matt Cutts has broken from the previously stated mantra on the disavow tool, and now is encouraging Webmasters to use it if they are worried if a link is from a bad domain, due to poor SEO (or someone else trying to hurt your site by creating bad links):

If I am getting links on competitor websites, is it safe to assume those competitors are doing this to hurt our SEO?
We have received a few notification from Google Webmaster Tools and Moz that our competitors have "mentioned" our page on their website. This is incredibly odd as you wouldn't think they'd want to do this. Further, when I go to the page that we are supposedly mentioned on, the link to our site is not on the page. What is going on? Can links from an old site raise DA for other site? Or just unethical?
So this may be an odd question. So a competing company went out of business. Their domain name is now available. So just for research purposes, would you ever or would it be unethical for a person to buy an expired competing domain name, and point it to another site to collect their link juice? The site was only a DA of 10, but not sure if one - its bad to buy a competing companies expired domain - and two - even though in the same industry, this would be bad to point it to another site or create a site from it. Just curious your thoughts.

Are link directories still effective? is there a risk?
We've contracted a traditional SEO firm, mostly for link building. As part of their plan they want to submit our site to a large list of link directories, and we're not sure if that's a good option. As far as we know, those directories have been ineffective for a long time now, and we're wondering if there is the chance of getting penalized by google. When I asked the agency their opinion about that, they gave me the following answer - Updated and optimized by us - We are partnered with these sites and control quality of these sites. Unique Class C IP address - Links from unique Referring Class C IP plays a very important role in SEO. Powered by high PR backlinks Domain Authority (DA) Score of over 20 These directories are well categorized. So they actually control those directories themselves, which we think is even worse. I'm wondering what does the Moz community think about link directory submission - is there still something to be gained there, is there any risk involved, etc. Thanks!

Do legitimately earned links from unrelated sites help or hurt?
We have a few charity events coming up that have offered to link back to our homepage. While we do genuinely like the charities we are going to sponsor, I'm not sure how those links will look seo-wise. For example, one is for the local high school basketball team and another is for a Pediatric Care Mud Run. To a human, these links make perfect sense, but to a robot, I'm not sure if it differentiates these links from spam/some negative link. Granted, I understand that a small percentage of links probably won't do anything either way, but I'd like to ignore that for the purposes of my question. All things being equal, do links such as these help or hurt? Thanks for your time and insight, Ruben

Changes to SEO with disavow?
Has the game changed a lot with the disavow tool I can see people still saying check out what our competitors are doing but with just going through a disavow myself how do you actually know what the correct link diversity is as 0 - 100% of the links could be disavowed. Also could a competitor not just buy a load of spammy links and disavow them to mask there real links. (I know in my backlinks on 150 are good and the rest is disavowed crap)

How to know if a link in a directory will be good for my site?
Hi! Some time ago, a friend of my added our site to a directory. I did not notice it until today, when in the search results for my domain name, the directory came in the first page, in the four position. My friend wrote a nice article, describing our bussiness, and the page has a doFollow link. Looking at the metrics of that directory, I found the following: Domain Authority: 70; main page authority: 76; linking domain roots: 1383; total links: 94663 (several anchor texts); facebook shares: 26; facebook likes: 14; tweets: 20; Google +1: 15. The directory accept a free article about a company, does not review it before it is published, but look for duplicated articles representing spam; so one company can only have one listing (in theory). Is there any formula to know if a directory is safe to publish a doFollow link? If they don't review the link I would say is not a good signal, but is there any other factors to take into account?

Webmaster Tools Showing Bad Links Removed Over 60 Days Ago
Hello, One of my clients received the notorious message from Google about unnatural links late last March. We've removed several hundred (if not thousands) of links, and resubmitted several times for reconsideration, only to continue with responses that state that we still have unnatural links. Looking through the "links to your site" in google webmaster tools, there are several hundred sites / pages listed, from which we removed our link over 60 days ago. If you click each link to view the site / page, they contain nothing, viewable or hidden, regarding our website / address. I was wondering if this (outdated / inaccurate) list is the same as the one their employees use to analyze the current status of bad links, and if so how long it will take to reflect up-to-date information. In other words, even though we've removed the bad links, how long do we need to wait until we can expect a clean resubmission for reconsideration. Any help / advice would be greatly appreciated -

Post Panda Link Building Methods
Google Panda update has brought about so much changes in Google search engine algorithms. I like to know what sort of link building is considered good for SEO in the present scenario? Is article marketing, directory submission, blog posting, web property creation, video submission, press release submission etc still relevant? I like to know your valuable opinions.. I am hearing conflicting responses to this question. So I thought, I will ask here and know what really works. Thanks in advance.
