Title Tag duplication.

Hi Guys/Gals,
We do a lot of work in a very competitive space (personal injury) and are having an internal debate on the best way to implement title tags for new sites. We understand that keywords, title tags, etc., don't possess the power they once did, but we have yet to see conclusive proof of this in our space. The vast majority of competitors still rank very well for keyword focused content, title tags, etc., while having average link profiles and little content.
We write a lot of content for our clients and want to know if someone can offer their opinion on the question that follows this example: "Top 5 Injuries Caused by T-Bone Collisions | Indiana Accident Lawyer"
Would it seem repetitive or manipulative to construct title tags as shown, always placing "Indiana Accident Attorney" or "Indianapolis Accident Lawyer," or similar of at the end of each title tag?

Is Indiana Accident Attorney the name of your website or are you purposely manipulating the title tag for certain landing pages? I think that branding your content is fine as long as it is not manipulative. For instance if you're changing the title depending on the page content I think that's a bit mis-leading and while it may not hurt you in googles eyes it's confusing to all humans who visit. If you're consistent throughout or only modify it to say Indiana Accident Attorney Blog or some sub-section of your site that should be fine. Moz.com uses the title tag the same way for branding purposes as do most CMS platforms out of the box.

Multiple Cities in Title Tag
My question is how to avoid having a spammy title. Currently I'm working on a project where a business serves four cities, but two of them are out of its home state. I'm trying to create a title tag that is appealing to the eyes, and meets what I need it to do at the same time. I was wondering what everyone though of this sample Brand X Dealer Serving Newark, DE; New Castle, DE; Glens Mills, PA; and Springfield, PA I know that too much repetition can be a bad thing, but this might not be a big deal since they are separate instances. How bad is it going over 70 character for title tag length?
I know less than 70 is recommended. I am about to run a script to create some title tags and a few will be between 71-74. Is going just the few characters over ok until I can get in there and manually do them?
