How can I submit a reconsideration request while not having any manual action?

Hello,
My URL is: www.BannerBuzz.com and it has been penalized by google algorithm and my all ranking are getting down so i have found some links and disavowed them in google webmaster tool and now I want to submit a reconsideration request with google but I am not able to do the same.
When I Click on "Request reconsideration of your site." it takes me to Check any manual action against my website. After Checking the manual action it says "No manual web spam actions found." and After that No Option to Submit My Request!
Can we submit a request while not having any manual action against the site?

Yes, earlier it was possible, but not now. And you don't have to appeal for reconsideration if you have not received a message for manual spam from Google.

You used to be able to request reconsideration for any site. However, in the past, if you filed for reconsideration and there was no manual action against the site then you would receive a reply telling you that there was no manual action and that any ranking reductions could be due to algorithmic changes.
It sounds like you are thinking you have been affected by the Penguin algorithm. If this is the case, then you'll need to do a thorough cleanup of any manipulative links in your backlink profile and then you need to wait until Google refreshes the algorithm. If you have done a sufficient job then you will escape Penguin. However, if the majority of your links are unnatural then you may not see an improvement until you get some good links.
There are other algorithmic changes too that don't affect links such as Panda which looks at on site quality and is a bit harder to figure out what to do to clean up.
If you know you had manipulative links and you see a drop that fits on the date of a Penguin refresh then you are probably on the right track.

You can't submit reconsideration request if not got any manual penalty and in deed, you don't need to!
You must be victim of Penguin 2.1 which is alogrithmic penality which can't be reconsidered by request! You have already disavowed links. I analyze your back-links, try to disavow by considering following lines
- Almost 70% Money Anchors: This is the biggest issue. Bring it down to around 10 to 20% at maximum. Have a look: http://screencast.com/t/0dE6gJSbg
- Referring Domains: There are some referring domains that are in deed quality ones but I can see lots of low qualities directories, articles directories (Reputation of Spun Content Approval), Wheel links. These are not going to help anymore
Remarks
- Try to fix above issues manually or most probably through disavow tool
- Run Moz or Raven Tool and fix On Page issues if any
- Build More Natural Links (Top Business Directories (Yellow Pages, Merchant Circle etc, Few Press Releases, Few Guest Posts (Try to link in content) & others
- Get a blog going. Add information, related people are looking for. If you will answer problems of your niche, you are going to get lots of referrals & leads.
- Push social sharing

You can't - and more importantly don't need to - submit a reconsideration request if you haven't received a manual action message in Webmaster Tools.
Sounds like you're on the right track if you've used the Disavow Tool. Hopefully you personally reached out to all the webmasters linking to you before using the tool? If not, using the Disavow may not be as effective. Make sure you've purged ALL the links that may draw suspicion. Personally, I'd rather disavow a link that's "good" if I have any questions about it instead of leaving a link that's "bad" in the backlink profile.
In order to begin to recover from the algorithmic penalty, I'd recommend you begin creating a white-hat link building campaign based around unique and valuable pieces of content. Good content that's relevant and important to your target customer with attract links naturally (over time).

The answer to your question is No. Reconsideration request applies only to manual penalties and not algorithmic ones. What you need to do is to go clean/disavow your profile from most toxic links or links you acquired close to the date you got the penalty and wait for the next update or a Google algorithm refresh.

Can we ignore "broken links" without redirecting to "new pages"?
Let's say we have reaplced www.website.com/page1 with www.website.com/page2. Do we need to redirect page1 to page2 even page1 doesn't have any back-links? If it's not a replacement, can we ignore a "lost page"? Many websites loose hundreds of pages periodically. What's Google's stand on this. If a website has replaced or lost hundreds of links without reclaiming old links by redirection, will that hurts?

Nursery franchise UAE Page 1
Nursery franchise UK Nowhere to be found! The page in question (well a section of the site) has been optimised for UK, however, as they do have a sister site in the UAE, it mentions those areas too. The pages I have been working on are now ranking reasonably well to say there is a long way to go, but for long tailed keywords NOT including anything to do with the UK. There are no naughty backlinks with the anchor text to do with the UK, the server is hosted in the UK, it is a .co.uk URL (no geotagging but I would like to know if this is of any use with this type of URL, everything says no, but it cant harm can it?) - is it possible Google due to bad practices in the past have slapped a penalty on the specific keyword area? Back to result after manual action revoked
Hello, Two weeks ago we got message from Google which said about our reconsideration request has been sucesfuly processed after few months of fight. So, manual action has been revoked but our problem is more complex. Here are flow: 1. 1-01-2012 we got filtered (manual filter - buy link) Here are 100k vistors per day... 2. 7-05-2012 we have problem with budget, hosting, etc.. Before that (after get filter) we get 20k vistors per day.. 3. 12-07-2012 we back Our statistics at this moment: 10-12k vistors per day, so we make 301 from country domain to global *.com 4.12.07-2012 - 1-09-2012 We try make a good reconsideration request without any positive result... Our statistics after 301 redirect are 5k vistors per day, not more. Every day is : 5 000 (+/- 5 %) 5.14-12-2012 Our reconsideration request has been procesed positive, manual action has been revoked but... after two weks from this message we have the same statistics (still are the same traffic source precentages). So whats going on? When will be back to SERP? Thanks! It's very important for us, before we got filter our statistics are permanent good. At this moment we don't see result for "keyword domainame" in TOP 10, only positions > 50 sometimes are normal (1-2 % of queries). Our competition have good statistics all time, their pages are above our results for phrases like: "keyword domainame"

How can the same key term change positioning seasonally impacting some companies and not others?
The company I do SEO work for is a vacation rental company. Through research, reports, and crunching numbers I've discovered the seasonality of the buiness (when what we do is a popular search and when it is not). The problem I've encountered is that our average position for google seems to follow this exact same seasonality, but only for us. What I mean is, as the season for looking up vacation rentals in our area fades away we take a serious nose dive in our positioning, yet when the season comes back we once again are first page. The other interesting fact is this isn't happening to the other companies who are in the same area. How can the same key term change positioning seasonally like that and impact some companies and not others? Can you give me some insights into where to at least look or pursue? I should have started with you guys, but I had so far spent 4 months trying to get answers and so far I've come up with nothing more than guesses and frustration. Please help me.

Can Google display a diffrent page title?
Hi if I search google UK for the phrase car leasing, google returns my listing as Car Lease Deals However the same search on Yahoo or Bing bring back Contract Hire | Vehicle & Car Leasing Deals | Car Lease Deals this is the real page title. Why would this happen? Thanks Andy

Manual query to search for backlinks?
Hello, I've been using open site explorer, dabbled with seo spy glass, and other back linking sites, but I was wondering if there was a manual way of searching for back links? Such as site.www.widgets.com +keyword -widgets.com to show me results of all the sites pointing to www.widgets.com, or pointing to the keywords linking to widgets.com. I do enjoy Open Site Explorer, but it takes a few months index the back links ive done.
