Local Map Pack: What's the best way to handle twin cities?

Google is increasing cracking down on bad local results. However, in many regions of the US there are twin cities or cities that reside next to each other, like Minneapolis-Saint Paul or Kansas City. According to Google guidelines your business should only be listed in the city in which your business is physically located.
However, we've noticed that results just outside of the local map pack will still rank, especially for businesses that service the home. For example, let's say you have a ACME Plumbing in Saint Paul, MN. If you were to perform a search for "Plumbing Minneapolis" you typically see local Minneapolis plumbers, then Saint Paul outliers. Usually the outliers are in the next city or just outside of the Google map centroid.
Are there any successful strategies to increase rank on these "Saint Paul outliers" that compete with local Minneapolis results or are the results always going lag behind in lieu of perceived accuracy? We're having to compete against some local competitors that are using some very blackhat techniques to rank multiple sites locally (in the map results). They rank multiple sites for the same company, under different company names and UPS store addresses. Its pretty obvious, especially when you see a UPS store on the street view of the address!
We're not looking to bend the rules, but rather compete safely. Can anything be done in this service based scenario?

Two key factors are location and competition. If you are already ranking for your primary area, great. If you are ranking for other locations as an outlier, even better. Now to get the outliers to rank higher is tricky. Because of location and competition. If there are many other businesses in the area where you are an outlier, location is a much stronger metric then many others in this case. If competition was low your chances could be better.
Here are some ideas:

Go crazy and get all the local citations directories and creative means like citations in your relevent youtube videos and other assets. Basically create a stellar citation profile. See if this helps if not so much or not at all, that means location and competition are in the way here and are giving precedence to other businesses.

If you are showing up on local results as an outlier, if you are showing up that means eye balls are looking, yes you may be lower than other businesses, but if you can get significantly more higher end reviews. This could set you apart and give you that conversion despite an outlier position.

Try ranking for organic results for the city + industry you are going for, it might not be too competitive and this might be a better position than as an outlier

Increase social signals to your website, and Google local page.

How to Handle Sketchy Inbound Links to Forum Profile Pages
Hey Everyone, we recently discovered that one of our craft-related websites has a bunch of spam profiles with very sketchy backlink profiles. I just discovered this by looking at the Top Pages report in OpenSiteExplorer.org for our site, and noticed that a good chunk of our top pages are viagra/levitra/etc. type forum profile pages with loads of backlinks from sketchy websites (porn sites, sketchy link farms, etc.). So, some spambot has been building profiles on our site and then building backlinks to those profiles. Now, my question is...we can delete all these profiles, but how should we handle all of these sketchy inbound links? If all of the spam forum profile pages produce true 404 Error pages (when we delete them), will that evaporate the link equity? Or, could we still get penalized by Google? Do we need to use the Link Disavow tool? Also note that these forum profile pages have all been set to "noindex,nofollow" months ago. Not sure how that affects things. This is going to be a time waster for me, but I want to ensure that we don't get penalized. Thanks for your advice!

how come this guy has all but 1 of the top ten results? (UK results - I'm guessing same in USA?) - with thin content on a spammed keyword on multi-sub domains? How can we 'white hat' guys compete if stuff like this is winning?

Best Website Security Service
Having been hacked twice and, it seems, still suffering from problems as a result (file changes and alterations, etc) I'm wondering if there is a good paid service that provides security for websites? I'm an online travel agent so our websites "up-time" and search engine position is vital but I'm spending more time trying sort out our websites' security than selling travel. It would be sensible to pay for a service that would ensure, as much as possible, that our site is secure and any optimisation we do is not cancelled out by hacking and security problems. I think I've been hit by Penguing - Strategy Discusson
Hi, I have a network of 50 to 60 domain names which have duplicated content and whose domains are basically a geographical location + the industry I am in. All of these websites have links to my main site. Over the weekend I saw my traffic fall. I attribute our drop in rankings to what people are calling Penguing 1.1. I want to keep my other domains as we are slowly creating unique content for each of those sites. However, in the mean time, clearly I need to deal with the inbound linking and anchor text problem. Would adding a nofollow tag to all links that point to my main site resolve my issue with Google's penguin update? Thanks for the help.

Why Proved Spammers are on 1st Google SERP's Results
This question is related exclusively to few proved spammers who have gained 1st Google search results for specific terms in the Greek market, targeting Greek audience. Why he looks spammer and very suspicious? For instance, the site epipla-sofa.gr, sofa.gr, fasthosting.gr and greekinternetmarketing.com look suspicious regarding their building link activities: 1. suspicious spiky link growth 2. several links from unrelated content (unrelated blog posts forom other markets, paid links, hidden links) 3. excessive amount of suspicious link placements (forum profiles, blog posts, footer and sidebar links) 4. Greek anchor text with the keyword within articles written in foreign languages (total spam) 5. Unnatural anchor text distribution (too many repetitions) So the main question is: Why Google is unable to recognize/trace some of these (or even all) obvious spamming tactics and still these spammy sites as shwon below reside on the 1st Google.gr SERPs. Examples of spam sites according to their link building history: www.greekinternetmarketing.com www.epipla-sofa.gr www.fasthosting.gr www.sofa.gr All their links look very similar. They use probably software to build links, or even hack authority sites and leave hidden links (really dont know how they could do that). Could you please explain or share similar issues? Can you set up a Google Local account under a PO Box?
I have a client that wants a Google local listing in a town he serves but does not have a physical location. Is it an issue to share an address with an existing company? Is is it better to use a P.O. Box? or is there a forwarding address company? Is this considered a black hat Local SEO tactic?
