No Follow Link Advice for a Newbie

Hi Moz-ers! 2 part question I would love suggestions to:
I'm fairly new to the SEO world and working towards targets of 4 'follow' and 6 'no_follow' links a month, in house.
1. Apart from Wikipedia and bloggers that issue 'no_follow' links, what are good 'no_follow' slink generation ideas?
2. I've read lots about the benefit of no_follow and follow links and the ongoing debate, how does this target/KPI stack up against others out there? And is it a well structured target? I know its a big question, but I'd love some feedback.

Welcome to the SEO world
and as Devanur mentions in his response below, you need to change focus from looking for followed / nofollowed links to building great content which will automatically attract links coming through to you.
Alternatively, though, you can still focus on the traditional linking methods by joining industry associations in your field and being listed on their websites as verified members which will get you links back to your site (follow / nofollow really depends on each site in this instance).

Honestly, I don't think you should be looking at links if they are 'follow' or 'nofollow'. Instead of building links desperately, you should be investing your quality time and effort in developing high quality content which would be a natural link magnet. The link profile should look natural and you should not be even thinking along those lines where you intend to build so many 'follow' links and so many 'nofollow' links.
Content based promotional methods like blog commenting and forum posting still work good provided, your comments or posts are worthy enough.

Does This Link Have Value?

I am getting links on people's wordpress blogs but are not showing up on the just discovered tool. Is it true that wordpress links are no-follow links that do give off any link-juice?
A blogger told me that "wordpress.com does not allow blogs to show advertisements or use links to sites that sell merchandise of any kind" is this true? Am i wasting my outreach time trying to get links from wordpress operated blogs?

I want to design SEO link building strategy for my website? Is wordpress.com, squidoo, tumblr, blogger, typepad - Good option for link building?
I am currently concentrating on 8 keywords, for e.g (A, B, C, D, E, F, G, H). I will be writing blogs with 2 of any related keywords present in it. Links in the Classifieds
We rent apartments. One way we use to find clients is to advertize these apartments in Classifieds. Generally, we use free ads. Sometimes, for very popular sites ( like Kijiji), we pay so our ads can be seen first. Could this be a problem with Google? Some sites send us clients, many of them never do. Value no follow links from Google Content Network
Is there a value of using Google Content Network to add no follow links to the general linkscape of a website? I notice a lot of competion higher than me on SERPs for specific keywords have these links from website with high DA. We have tested the value of having Adsense adds, but they do not convert the traffic. We might consider using them for the purposes of ranking higher on SERPs though, and would appreciate any experinces with this.
