Google Change of Address for previously penalised website?

Hey guys
Would you use the 'change of address' tool (https://support.google.com/webmasters/answer/83106?hl=en) for a site that was previously penalised, pointing it to the new URL?

If the previous site was penalized in any way and you're trying to start with a new domain, then you don't want to redirect or note a change of domain. This is going to help them update their index to reflect the new domain for your pages. I don't know enough about the penalty, but if it was a manual action then you really should fix the penalized domain before doing this. If you're too far into the penalty box, then you almost need to start fresh.
Can you offer any more insight on your current situation? Without knowing much more, my instinct is to say to not note a change of address if you're trying to move forward from a penalized domain.

New website won't rank for branded keywords in Google, but does in Bing
We launched a website in October www.butterfly.com. The branded product name "Butterfly Body Liners" will not rank until page 2 of Google, but it ranks #1 in Bing. Organic traffic never really picked up so it's not easy to tell if it's been "hit" by any penalty. The strange thing is, this website: http://archive.is/PQZdO is ranking #1. This is an archived version of the site. Does anyone have any insight as to why this is happening?

Does Google hate wordpress?
I have my categories pages set to noindex, follow. I deactivated the author and date based archives, and all the /page/2 /page/3 are noindex. Is this the right approach? I had thought about adding some text to the topic of each category page and then changing them to index. I'm using showing recent post excerpts on the homepage. Another other suggestions? I think two of my sites are in panda for no good reason. It seems like non-wordpress blogs in my industry do better than comparable wordpress sites.

Why do i not receive google traffic?
over the 4-5 months i have published over 3000 unique articles which i have payed well over 10 000usd for, but i still only receive about 20 google visitors a day for that content. i uploaded the 3000 articles after i 301 redirected the old site to a a new domain (old site had 1000 articles, and at least 300visits from google a day), and all the old conetnt receives the traffic fine (301 redirect is working 100percent now and pr went from 0 to 3pr) articles are also good ranging from 400-800 words. 90 percent of them are indexed by google, most of them have been bookmarked to digg reddit etc website domain is over 10 years old - alltopics.com why google doesnt send me the traffic i deserve?
