Does Google penalise in the way described in this article?

In an interesting article from January on content cannibalisation: https://ninjaoutreach.com/content-cannibalization-avoid/
there is the following paragraph:
"When the same keyword is used across a number of pages of a single website, Google’s spiders automatically get directed to a page with low-grade quality which in turn results in the low ranking of all the pages on the website."
Is this true? The suggestion here is that they automatically get directed there as a form of penalty. This seems like quite an extraordinary claim!
Can anyone verify?

The concept is sound, but their delivery is misleading. Keyword cannibalization is definitely a real thing, you should always avoid targeting the same keyword or topic across multiple pages on the site.

That doesn't even make any sense. It implies that somehow the mere presence of multiple pages with the same keyword "automatically" directs Google crawls away from high quality pages (like a convoluted robots.txt or something). And that a low-quality page can bring down a whole website.
I don't think this is what the author was intending--the word choice need a bit of refining...

I'm looking for a bulk way to take off from the Google search results over 600 old and inexisting pages?
When I search on Google site:alexanders.co.nz still showing over 900 results. There are over 600 inexisting pages and the 404/410 errrors aren't not working. The only way that I can think to do that is doing manually on search console using the "Removing URLs" tool but is going to take ages. Any idea how I can take down all those zombie pages from the search results?

Google Rank 0 - Best way?
We are trying to create tables or bullet points on each of our pages summarising the content of the page and get it to rank on position 0 on Google. This technique worked for some searches but not all so we were wondering: Is it beneficial to add links or not ? Is there a keyword limit? We are on Magento 2 if that helps. Thanks James

Google Indexing
Hi We have roughly 8500 pages in our website. Google had indexed almost 6000 of them, but now suddenly I see that the pages indexed has gone to 45. Any possible explanations why this might be happening and what can be done for it. Thanks, Priyam

Google Indexing of Images
Our site is experiencing an issue with indexation of images. The site is real estate oriented. It has 238 listings with about 1190 images. The site submits two version (different sizes) of each image to Google, so there are about 2,400 images. Only several hundred are indexed. Can adding Microdata improve the indexation of the images? Our site map is submitting images that are on no-index listing pages to Google. As a result more than 2000 images have been submitted but only a few hundred have been indexed. How should the site map deal with images that reside on no-index pages? Do images that are part of pages that are set up as "no-index" need a special "no-index" label or special treatment? My concern is that so many images that not indexed could be a red flag showing poor quality content to Google. Is it worth investing in correcting this issue, or will correcting it result in little to no improvement in SEO? Thanks, Alan

Penalty from Google due to spam that was not our doing
Hi, My company has enjoyed pretty good rankings for our main keywords in Google for the past 13+ years we have been in business. We have always been very white-hat about our SEO -- always erring on the side of not doing anything rather than risking a penalty. Well, last Thursday, we received the dreaded Google penalty due to a pattern of unnatural links. The hit is devastating - we are not even in the top 50 for our own company name anymore. Through research, we believe we have found the culprit -- and it has nothing to do with any of our own actions. We operate a discussion forum, and there was a link to one of the threads that was being used as the target for a lot of link spam -- Chinese blog comments, etc. We had nothing to do with this, but obviously someone had an agenda and was working on spamming to this page. Who knows - it may have even been the company that was being discussed negatively in the thread, attempting to have us blocked. We discovered it the same day we received the penalty notice, and issued a reconsideration request, detailing what we believe we found. So far, we haven't disavowed any of the links, but I am thinking we should. We have asked Google if they're able to just turn off any link juice for that one page, especially since we don't know who is doing this spamming, and whether they will continue. Has anyone experienced something similar? How does one prevent themselves from receiving a penalty that they had nothing to do with? What is there to keep any competitor from launching a spammy link-building campaign to get their competitor removed from Google? Is there anything we can do to resolve this? Google Cache Is Blank for Text-only
Hi, I'm doing some SEO for www.suprafootwear.com, and for some reason when I go to text-only in google cache, nothing shows up. http://webcache.googleusercontent.com/search?q=cache:suprafootwear.com&es_sm=91&strip=1 That seems to be the case for all of the different pages on the site, but the content is still appearing on the serp. I have never seen this before, and I'm not sure what's happening. Any help would be greatly appreciated. Thanks!
