Question RE: Links in Headers, Footers, Content, and Navigation

This question is regarding this Whiteboard Friday from October 2017 (https://moz.com/blog/links-headers-footers-navigation-impact-seo). Sorry that I am a little late to the party, but I wanted to see if someone could help out. So, in theory, if header links matter less than in-content links, and links lower on the page have their anchor text value stripped from them, is there any point of linking to an asset in the content that is also in the header other than for user experience (which I understand should be paramount)? Just want to be clear.Also, if in-content links are better than header links, than hypothetically an industry would want to find ways to organically link to landing pages rather than including that landing page in the header, no? Again, this is just for a Google link equity perspective, not a user experience perspective, just trying to wrap my head around the lesson. links-headers-footers-navigation-impact-seo

Are All Paid Links and Submissions Bad?
My company was recently approached by a website dedicated to delivering information and insights about our industry. They asked us if we wanted to pay for a "company profile" where they would summarize our company, add a followed link to our site, and promote a giveaway for us. This website is very authoritative and definitely provides helpful use to its audience. How can this website get away with paid submissions like this? Doesn't that go against everything Google preaches? If I were to pay for a profile with them, would I request for a "nofollow" link back to my site?

Is this negative SEO? Should I disavow these links?
We have been doing our own internal link building for the last year and getting nice backlinks. As of the last few days, ahrefs is showing a lot of new links that seem very spammy. We have not hired anyone to do link building for us, and these are all being created on these sites under the same user name. There is a good amount of them popping up, and I fear we will be subjected to a google pentalty for unnatural links if its not addressed. My first question is, am I correct thinking this is negative seo, and not some random sites that picked up our content and is going across their affiliate websites? If so, then should I preemptively disavow all these links? Are there any good ways to stop this? How can I track who is placing these garbage links? Here are some examples of these bad links. I know I can find the webmaster via a whois but I think that really wont get me anywhere, but I could be wrong. Does anyone know if there are any URL shortners that track when googlebot visits them? I want to know when googlebot visits a shortened link that does NOT got to a URL I control. Any ideas would be much appreciated.

Opinions sought on outbound Links page.
Hello Forum, I'm about the remove my outbound Links page at: http://www.pictureframe.com.au/---obs--picture-frames-links.html I think that Google could be assessing this page as a link scheme, ie: I-link-you-if-you-link me. Partner Site Hit with Penguin - Links hurt me
I work for a network of international websites, the site I work on is for Canada. Our partners in Australia were hit by penguin hard because they hired a black hat SEO guy and didn't know. He was creating profiles on highly authoritative sites and keyword stuffing them. Now, they've completely dropped off the SERP. This is where the issue occurs, because we are all international partners we are all linked together on the header of every page so visitors can choose their country. Now, because they were hit hard and we have reciprocal links (not for rankings but for usability) will we be affected? It seems like we have, but I just want some opinions out there. Also, should we go ahead and stop linking our sites between countries to avoid this mess?

Well, i see that we need 200mozpoints to be able to put our Website Link (DOFOLLOW) into our profile in SEOMOZ.. the way i know it, it would be a good BackLink for my site. We have never had any problems with getting sanboxed or banned by google. None of our customers have had any problems either. If our methods of placing backlinks were to get a site penalized or banned then we would be sending thousands of links towards our competitors sites. But since our methods work great for increasing search engine rankings, we would never use our backlinking on our competitors because that will damage our rankings and boost theirs.
