Is a 302 redirect the correct redirect from a root URL to a detail page?

The widely followed SEO best practice is that 301 redirects should be used instead of 302 redirects when it is a permanent redirect that is required.
Matt Cutts said last year that 302 redirects should "only" be used for temporary redirects.

For a site that I am looking at the SEO Moz Crawll Diagnostics tool lists as an issue that the URL / redirects to www.abc.com/Pages/default.aspx with a 302 redirect.
On further searching I found that on a Google Support forum (http://www.google.com/support/forum/p/Webmasters/thread?tid=276539078ba67f48&hl=en) that a Google Employee had said "For what it's worth, a 302 redirect is the correct redirect from a root URL to a detail page (such as from "/" to "/sites/bursa/"). This is one of the few situations where a 302 redirect is preferred over a 301 redirect."
Can anyone confirm if it is the case that "a 302 redirect is the correct redirect from a root URL to a detail page"? And if so why as I haven't found an explanation.
If it is the correct best practice then should redirects of this nature be removed from displaying as issues in the SEO Moz Crawll Diagnostics tool

If you are planning to put the content on the deep page very soon on the home page, you may use a 302. If this is not the case, you have to 301.

Disagree with that, the only case when this could be used is the following case :
Service in unavailable (503) for any reason, and you can't display a 503 on the homepage. In this case this could make sense to 302 to another page displaying a 503, because your home page will soon be back.

Hi James, I don't want the redirect, the content is where it is due to the way the site has been set up in the past, long before anyone thought about SEO for the site.
I just wanted to make sure that if it has to be a redirect then it is the correct type of redirect after my advice that it should be a 301 redirect was questioned and it was suggested to me that a 302 should be used in this circumstance.

I don't understand why you want the redirect at all? Why not put the final content on the home page.
Regardless, I don't agree that 302 should be used in this circumstance (no matter what a "google employee" says!) - it's a "temporary redirect" - is this temporary?
IMO, all redirects should be there to fix a specific problem - stop 404's, fix canonical problems, etc.

301 Domain Redirect And Old Domain to a New one including pages
Hi, I need to 301 an old domain to a new one (new website) I need to 301 the domain to a new page not the new domain direct for example www.olddomain.co.uk to www.newdomain.co.uk/pagenew Then I need to also 301 all the other pages on the old domain to the new one for example... www.oldmain.co.uk/oldpage to www.newdomain.co.uk/newpage Issue is I can do one or the other not both, I can get the other pages to redirect but then the main domain wont redirect to the correct new page. Best way to change URL for already ranking pages
Hello. I have a lot of pages that I'm optimising. The ones I'm focusing on right now is already ranking, but the URLs could be better (they don't include the keywords right now). However I'm worried that if I change the URLs they will drop in rankings or have to start over. I would of course set up 301 redirect, but is there more I need to do? What is the best way to change URL for already ranking pages?

Redirect url that don't end with slash
Hi! I need to add in my .htaccess a way to redirect URL that don't end with / to the one thats end wth /.For example, I need http://example.com to redirect to http://www.example.com/. And, of course, this redirection should be only for URLs that don't end with /, so I don't get double // at the end. I am trying to correct error report of duplicate page content. However I am unable to find in over 100 blogs the page which contains similar content to the page SEOmoz reported as having similar content is my only option to just dlete the blog page?

Howdy Mozzers! If I do a 301 redirect from a domain that say has 200 linking root domains, to a fresh domain will the fresh domain now (when updated) have a linking root domain count of 200? Also, is it beneficial or detrimental to do a 301 redirect for an unrelated website i.e. garden hose website, to a children's playgorund equipment website in order to capture the link juice? Best

Link Juice passing through a redirect of a disallowed URL
Hey guys! Suppose I disallow search bots from indexing anything on my secure server in my robots.txt, and 301 redirect all of my secure server traffic to my non-secure site. Will the search bots see the redirect before they realize that they're disallowed from accessing that page? Or will they see that page is disallowed and not follow the redirect? Should I change my robots.txt to allow search bots to crawl my secure site so they can find the redirects?
