Is there a Tool to compare Duplicate content for non web Live content?

Is there a tool that can give me % of duplicate content when comparing two pieces of content that are not Live on the web? Like copyscape but for content that may not be indexed by copyscape or not live on the web?
Does Word or any other program allow you do do this?

I've never seen a percentage similar type option in Word, but you can merge and compare two documents to see the differences. I don't think it'll work enough for your case, it's more helpful for two documents that are in the same order and spotting the differences between them (like a draft proposal and final proposal).

I use WinMerge (open source software) to compare individual files/folders containing text or code.
Also, a quick search for [find similar files] on google brought me numerous software that will let you find similar files on your hard drive.

I haven't tested this, but apparently Google Docs can compare and highlight the differences between two documents - perhaps this is close enough?

Can't you make your own private index in Copyscape and compare content against just that?
If you're comparing a lot of pages 1to1 though, I guess that would be tedious.
Compare and merge feature in Word? Not really going to work how I suspect you want though.
Yeah, private copyscape index if it's only a few pieces.

Using Keyword Tool Results
I love the keyword tool for giving me direction and helping to prioritize. My question: Once I have the prioritized keywords, do you recommend having a page for each of the top keywords, using the keyword as the page name? Or is it better to sprinkle the keywords into existing pages? Thank you.

Why is Moz Reporting as Duplicate Page Titles?
Our most recent MOZ crawl campaign is reporting 931 duplicate page title errors, most of which are "Product Review" pages like the following. Duplicate Page Content, Indexing and Rel Canonical Just DOUBLED! Need Advice to Fix
Last Friday (Penguin 5/2.1) my website shot way off the grid and I noticed in my MOZ PRO Campaign dashboard that all of the following just doubled in numbers on my website: duplicate page content, Google indexing, and rel canonicals. I also noticed that some of my pages, images, tags and categories now added a /page/2/ or a -2. I just changed noindex for tags, but indexing for media, pages, posts, and categories. I'm currently using All In One SEO for a plugin. Solving duplicate content errors for what is effectively the same page.

I am trying out your SEOMOZ and I quite like it. I've managed to remove most of the errors on my site however I'm not sure how to get round this last one. If you look at my errors you will see most of them revolve around things like this: http://www.containerpadlocks.co.uk/categories/32/dead-locks
http://www.containerpadlocks.co.uk/categories/32/dead-locks?PageSize=9999 These are essentially the same pages because the category for Dead Locks does not contain enough products to view over more than one resulting in the fact that when I say 'View all products' on my webpage, the results are the same. This functionality works with categories with more than the 20 per page limit. My question is, should I be either: Removing the link to 'show all products' (which adds the PageSize query string value) if no more products will be shown. Or putting a no-index meta tag on the page? Or some other action entirely? Looking forward to your reply and you showing how effective Pro is. Many Thanks,
