Geo Targeting for Similar Sites to Specific Countries in Google's Index

I was hoping Webmaster Tools geo targeting would prevent this - I'm seeing in select google searches several pages indexed from our Australian website. Both sites have unique TLDs:
I've attached a screenshot as an example.
The sites are both hosted here in the U.S. at our data center. Are there any other methods for preventing Google and other search engines from indexing the barraguard.com.au pages in searches that take place in the U.S.?

If your sites are registered in the webmaster tools on site settings and general settings. You can determine which region your site serves, in the destination country.
Where the site is hosted is also a factor in rankings, I know it's a difficult decision, but also interfere.
Another regional factor is where your site gets links, then concentrate the actions of the Australian site linkbuilding local sites in Australia.

In the U.S., how can I stop the European version of my site from outranking the U.S. version?
I've got a site with two versions – a U.S. version and a European version. Users are directed to the appropriate version through a landing page that asks where they're located; both sites are on the same domain, except one is .com/us and the other is .com/eu. My issue is that for some keywords, the European version is outranking the U.S. version in Google's U.S. SERPs. Not only that, but when Google displays sitelinks in the U.S. SERPs, it's a combination of pages on the European site and the U.S. site. Does anyone know how I can stop the European site from outranking the U.S. site in the U.S.? Or how I can get Google to only display sitelinks for pages on the U.S. site in the U.S. SERPs? Why is GoogleBot crawling our German site and rendering it in English.
We have a German website at (http://de.pa.com) and we can't get the search engines to index the site in German language. For some reason the GoogleBot, BingBot, etc are crawling de.pa.com and displaying English text on the SERP. I've tried testing via web-sniffer.net and Google Webmaster tools which both are crawling de.pa.com in English. We know the page titles/meta descriptions are in English which we are updating to German, but I'm curious to why search engines are indexing our German site and displaying on the SERP as English text when the entire content of the site is in German. How well does Google's crawlers understand foreign websites?
I speak 5 languages and therefore have the opportunity to do on-page SEO and content writing for 5 different cultures. This question to me has much to do with the way Google translator works. It doesn't, trust me! Which then makes me wonder how the web crawlers, which are designed with English in mind, can fairly and equally attribute the same ranking points to a foreign website. Since Google seems to use sematic search technology I'm wondering if foreign sites have it easier or not. Any ideas?
