Is there a search engine that reads a title tag longer than 70 characters? What is the harm in writing a title tag longer than 70 characters?

I understand that from a conversion perspective having a title tag in excess of 70 characters is meaningless as no one will see it on Google. I also understand that some believe that a title tag with more characters may dilute the strength of the terms you really want emphasized (although there doesn't appear to be universal agreement on this point).
That said, for ranking purposes, will Google consider more than 70 characters in the title tag?
I have a specific reason for asking this question. My clients are professional service providers. Some of them are located in suburbia where no one particular suburb draws a lot of traffic. Given my content constraints and limited number of title tags, I would like to squeeze as many suburb names into the title tag even if it means that they are not visible, just for ranking purposes.

Just a follow up note to Daylan's great advice, the harm in it being longer than 70 characters is that the keyword usage becomes more diluted and less specific.

All search engines technically 'read' titles that are longer than 70 but will only display 70 or less. Anything longer is displayed with an ellipsis ( ... )
As the title is the first thing that users will see, having content in it longer is of no benefit (if you cant read it, whats the point?)

Are descriptive titles better?
I'm thinking about changing the page titles on my website and wanted to know if it is a good idea to help improve SEO! Using a page 'training and engagement' as an example (as is on the dropdown), the page title itself is actually 'Providing the skills to make the change stick.' I know it is important to avoid duplicate titles and title tags, but I wanted to verify. Lets say you are a collection agency, would it be smart as a strategy to do domain.com/collectionagency/Dallas_ collection_agency and have that same key word structure for many states so many pages?

Duplicated page titles
Dear friends, We have a problem which occurs on our page with duplicated page titles. Landlords are posting rooms on our page and most of them are giving the same name to the rooms and after that, we are getting more and more duplicated page titles. We are applying random whit this title tag: Accommodation for students in {city.name}: {name}. English title

Link in H1 tag?
Hi guys, We're working through a redesign of our product page and are considering the following: http://screencast.com/t/NBSsDGA9vgS3 Currently the product name (including the brand name - Arc'teryx) in this case is included in the H1 and none of the title is linked. You can see this here: http://www.evo.com/synthetic-jackets/arcteryx-atom-lt-hoodie-womens.aspx The firm we're working with is proposing keeping the entire title in the H1 but linking the brand name to the entire brand assortment. My concern is that the brand name is a critical part of the product title and should be text (not a link). Any suggestions? Thanks!

Page Title in Local SEO Title Tags?
Hi All, Still working on my title tag usage for local SEO, and I was hoping for some more feedback. My question is this: In Local SEO titles, I'm using location + keyword combinations, unique on each page. However, since each page has a specific title for the client, I figure I should be placing that at the front. My thought here was that this helps with the overall usability to the reader of the website. Ex. Contact Us page for Pizza shop Contact Us | Springfield IN Gourmet Pizza | Moe's Italian Pizza Anyone have thoughts on this one? Thank you!

Best title tag structure?
Hi, In the below example, which one do you think would work best if any. The website is called greatshoes.co.uk (fictitious) The category is 'work shoes' and a page under this cat is lets say 'Size 9 work shoes' I tend to build my title tags like this: size 9 work shoes, cheap size 9 work shoes | greatshoes.co.uk BUT I have read on here it should be more like this: size 9 work shoes < work shoes | greatshoes.co.uk Does anyone think it would make a difference when targeting for the term 'size 9 work shoes' which title tag I use. Tags to index or to no index that is the Question
Sorry for the silly Shakespearean introduction but what are peoples opinions on leaving tag clouds to be indexed or no indexable by the search engines. I tend to leave them non indexable at the moment. I use wordpress for blogging as do most others.
