All Caps in URL

Hello, we're working with a corporate client to make changes to their URL structure. We recommended that they use a structure like "domain.com/state/city/location". Their IT department is on board, but they just mentioned that all of the state and city info will be pulled from a database where it is all caps.
So it would be like this "domain.com/STATE/CITY/location"
I'm concerned that it may be spammy, but I can't find any definitive information online. We usually like to test issues like this on our own sites before advising clients, but we're working up against a quick deadline.
Any help with this issue would be great, especially real world experience, not just theories. Thank you.

Its no Spammy, but in the long term, people will link to you using the lowercase URLs and u may risk a duplicate content issue.
If you have full access to Apache configuration,
RewriteEngine On RewriteMap lc int:tolower RewriteCond %{REQUEST_URI} [A-Z] RewriteRule (.*) ${lc:$1} [R=301,L]
(you need to define RewriteMap in HTTPD config so you can call it out from htaccess)

Thanks Damien, that's a good technical solution. Unfortunately, we don't control the site and in order to recommend a technical change, I would need some rationale as to why an upper case URL is not good from an SEO standpoint (I can think of a few non-seo reasons they should not do this). Any ideas on that?

You can use a rewrite rule to change all the upper case letters to lower case. This should solve your problem before they are indexed and will do away with the need to 301 every upper case URL to a lower case one.

Updating url name of a key page
One of my key pages has a url name that is completely non descriptive ('About') with no keywords in it that match the important content on that page. Should I create a new page with a proper url name and move the contents there (lose the authority of the current page), or create the url name only and redirect to the existing About page?

Separate URL vs iFrame
Hi Everyone, I'm not a designer/developer and am an not extremely knowledgeable in SEO, but I'll try to be as clear as I can. One of the designers here is creating a recipe section on our website. He created it so that it's a container (or iFrame?) on the page. Basically, no matter what you click (different sections and recipes) the URL stays the same. I was told to find out from an SEO perspective if it's better to do things this way or have a separate URL for each section and recipe. It's been brought up that from a social/sharing standpoint separate URLs would be better so people can send a link directly to the specific recipe they want to share. Keeping SEO benefit of an old URL by changing content
We have a blog written in Oct 2012 that accounts for 30-40% of our traffic (174K pageviews per year/80% bounce rate). We are considering updating the content but are concerned that it will fall off the search engine's map if the content is updated to include information that is not exactly the same, but relevant. The URL would be the same and the original blog content would be shortened with a link to the full blog. The new content would include other FDA products under investigation. Redirects for new site new urls?
If redoing a site and updating some of the url's for SEO should you do permanent redirects for the old sites url's ? Using WordPress. I saw that the Yoast Pro plugin allows you to do this inside WordPress , is this the best way? Suggestions.? I know there are old articles written out on the web pointing back to the what will be soon old url's so just wondering what's the best way to go about this. Thanks Scott

Changing the url of a page
Hello. I would like to change the url of a page. It currently has very few inbound links. I would set up a 301 redirect to the new url. Is there anything else I should take into account before changing the url? Is there a downside to changing a url? Do inbound links carry the same value when a 301 redirect is involved? Thank you!
