Do bad links "hurt" your ranking or just not add any value

Do bad links "hurt" your ranking or just not add any value. By this I mean, if you do have links from link farms and bad neighbourhoods, would it effectively pull you down in search engine rankings. Or is it more that it's just a waste of time to get these links, as it adds no value to your ranking.
Are google saying avoid them because it will not have a positive effect, or avoid them becuase it will have a negative effect.
I am under the opinion that it will not harm, but it will not help either. I think this because at the end of the day you are not 100% in control of your inbound links, any bad site could add you and if a competitor, god forbid, wanted to play some black hat games, couldn't they just add you to thousands of bad sites to pull your ranking down?
Interested to hear your opinions on the matter, or any "facts" if they are out there.

I have thought about this, it would not be too many companies that would do this, one there is a cost in doing so if you are a small company, also there is a huge risk if caught doing so, I am sure that the costs of getting caught would be huge.

it is really interesting what happens if a competitor starts a bad PR or such a bad links campaign. Large numbers of bad links from totally irrelevant websites. How does google prevent that? Any ideas on that topic?

I have a friend in the SEO community and he tried getting some bulk links for his site and it did more than good. When testing this strategy he saw his site drop from the first page of google to the fourth page. It took him nearly half a year to get his site back on page one of google.
If you are worried about competitors adding bad links to your site than I think the best strategy is to get the best natural back links to combat the bad ones.

yea but the big difference is bing does not penalize sites for bad links google does and getting knocked out of google is majorly crippling to a website due to their search engine dominance.
bad links can definitely take a site down in google. always keep an eye on your incoming links to make sure competition isn't doing any harmfiul linking to your site, and always concentrate on getting good clean links yourself to strengthen your site making it harder for bad links to affect you.

In short, bad links can harm a site. The question is how many of a site's inbound links are harmful. If you have a site with 100 links and 90 of them are bad, then you have a problem. If you have a site with 10k links and 1k are bad, you are fine. You want a good overall link profile.

Seo back linking proposal review
Hi guys, below is a proposal i received from someone on freelancer.com for some seo building. Is this really all it takes? Obviously done overtime but basically is this it aside from the usual basics onsite keywords, urls, artciles, content etc. This is a the proposal for $250 (some are cheaper but almost the same details as below). How to know if a link in a directory will be good for my site?
Hi! Some time ago, a friend of my added our site to a directory. I did not notice it until today, when in the search results for my domain name, the directory came in the first page, in the four position. My friend wrote a nice article, describing our bussiness, and the page has a doFollow link. Looking at the metrics of that directory, I found the following: Domain Authority: 70; main page authority: 76; linking domain roots: 1383; total links: 94663 (several anchor texts); facebook shares: 26; facebook likes: 14; tweets: 20; Google +1: 15. The directory accept a free article about a company, does not review it before it is published, but look for duplicated articles representing spam; so one company can only have one listing (in theory). Is there any formula to know if a directory is safe to publish a doFollow link? If they don't review the link I would say is not a good signal, but is there any other factors to take into account?

Link quality warning from GWT and drop in keyword ranking.
So last December we saw our hard work pay off as our Panda penalty was lifted and our traffic shot back up to pre-Panda levels. Then in February we received this note: We've reviewed your site and we still see links to your site that violate our quality guidelines. Specifically, look for possibly artificial or unnatural links pointing to your site that could be intended to manipulate PageRank. Examples of unnatural linking could include buying links to pass PageRank or participating in link schemes. Since December we've lost position on 80% of our top 100 keywords. I've gone through our links and can't figure out what the problem may be. Maybe I'm not using OSE properly. We don't buy links so I'm not sure what the problem is. Which of these elements are good / bad link building practices?
Hi, I need some help. I recently got some help with an seo project from a contractor. He did 50 directory submissions and 50 article submissions. I got good results, going up about 20 places (still a long way to the first page!) on google.co.uk on a tough key word Since this project I learned article marketing is not cool. So I am wondering about what I should do next. The contractor has proposed a new bigger project consisting of the elements listed below. I don’t know which of these elements are ok and which aren’t. If they are not ok are they: 1) a waste of time or 2) something I could get penalized for? Let me know what you think??
