No, you will not gain additional SEO value in your links if you include the link title in conjunction with your anchor text. All it does is increase the relevancy on your page.
Link title and image title work in similar ways but unfortunately do not pass any extra SEO benefit. You will know when a website employs link/image titles by hovering over the image or link - words will display near your cursor.
And although this wasn't part of your question, image ALT text (which is different from image title text) will help your SEO efforts if you are trying to optimize for image search as it is one of the major ranking factors.

You mean image alt text?
The title field does not pass relevancy as the link text or alt text does. But that does not mena it does not have any value.
i like to add it, as it MAY work as page relevacy. SE like to know that your link came from a relevant page, the title tag MAY be inlcluded in that. What I am saying is that you will not rank for the title text like you can for the link text. But it MAY add value to the link by making the linking page more relevant.
Since it is nice to have for the user, it is woth doing just in case.

How to Break Up a Page with Too Many Links
My client has a live page with 100+ links subdivided into 10 categories that each have great potential keyword targeting opportunities. I'd like to improve this page and my intuition is to split it into 11 pages, one page with links to all the others and a bit of content about each. I have a page on upstrap-pro.com that provides weights of cameras and lenses. The user/buyer of my on-slip camera straps needs to know the weight his camera and lens to determine the proper pad size... large to small. We have put together a long list of the most popular customer cameras. The way it was done (by my daughter) was to also provide a via a link to dpreview.com which is an excellent site for camera information including specifications etc. My personal feeling about this is mixed. I can do it by having it open dpreview.com in a new tab but then the user/customer could still get distracted and go down the rabbit hole. On the other hand dpreview is such a good site that if they are new to photography and don't know about it, they should. I don't get a dime from dpreview. If fact I doubt they would ever link back to me because they do not write about camera straps. I hear mixed things about outbound links. In this file there are quite a few outbound links to dpreview to keep it consistent. I could do a nofollow on all of them but I read that this is the easy way out. Google is jump ball and I have no clue what Cutts and his merry men are going to decide is cool or not cool. I'd like some thoughts or options... Thanks... A small part of the file below. Title tag code
Hi, I have a couple of websites where I can't define the title tag (CMS does not support it) on a few default pages. On these pages "the system" just uses the primary/main title tag (from the frontpage) and my programming skills (as if I have any...!) have not been able to make a html code or something to override the main title tag on these specific pages. Does this make sense at all and can anyone give me a hint, a code to try out or something? Problem is that I now have 3 pages with the same title tag which in terms of SEO isn't too good, so to say... Thanks in advance. Jan

Canonical Link Quesiton
I wrote an article that is a page article, but would also be a very good blog post - So my question is two things: 1. If i post it as a static page and syndicate it as a blog post and have it as a canonical link to the page, google will read see the blog and read the page _url as the one with credit correct? In turn not dinging me for duplicate content. 2. Given if the above statement is correct, should I write the blog and put it on my static page referencing the blog or the way i have it as a static page with the blog using a canonical reference back to the page.
