What are the most valuable links a new website can get?

When you are starting an SEO project for a new website (or an old one with few or worthless links) where to you start? What are your basic "get the link building started" link sources?

For me I think the most valuable links are:
1. one way links from relevant websites (blogs, forums, etc)
2. one way links from social bookmarks and being re-tweeted!

What is your site about? Is it local in nature? With these questions answered, you have a good place to start. If your site is GEO limited, say in a State or City, then look into forums, blogs, and sites dealing in those locations. Getting links from local sites really helps Google see that your site is local to that area.
If your site is about photography (my personal love) then find relevant sites and get links from them. Perhaps you can reply to blog post with a link to your site in your signature area. (warning: if your post are just 'visit me', then you may be banned from the site. Have something important to add).
I really like reaching out into the local community as these people should be more receptive to you because they may know you or at least have some connection to you being neighbors.
You can also start getting links from directories as these are easy and cheap, but not often great authority.

General rules:
Look for sites that are relevant, have high PA, and allow for custom anchor text.
Blogging and Guest Blogging are great also. People love to link to great content so blog away. Give a different slat to your content or include information others do not have. If your site is not popular yet, guest blog for others which will allow for links back to your site. Of course you want to market these blog post by putting them on Facebook and Twitter.

Thanks for your reply, Mike. I've been monitoring HARO for a couple weeks now and I haven't found any requests that work for my clients. I love the idea though and will continue to watch for opportunities.
We're working on a wikipedia page currently (already blew it with them once for creating a page with content that was too self-promoting - lesson learned).
I posted a question a couple days ago about getting local DMOZ listings and was reminded that this is easier said than done. I was able to get DMOZ listings easily up until about 3 years ago when the whole organization seems to have fallen asleep.

dmoz.org is a good place. Human edited. Submission process takes a while.
wikipedia.com if you have a relevant site to some article listed there.
industry-specific sites relevant to your site.
A few links from each of: article marketing, social bookmarking, guest blogging, forum posting (even a few no-follows is okay; looks natural).
I've been responding to HARO requests with good luck (www.helpareporter.com). Journalists post stories they're working on and you can respond as a relevant source (if you are relevant). Major media outlets use it. I've gotten several PR6+ sites to link to me because I was quoted in some story one of their journalists was working on. It's time consuming to create meaningful responses to their inquiries, and there is no guarantee they'll use anything you send them, but if they do it'll probably result in a high quality link.

How do we get rid of irrelavant inbound links
Hi Moz Community, We were previously doing Content services and Design services. Now, we are only into design service and we have deleted all content services related pages. Our website has many inbound links coming because of the content services pages but they are not relevant to our present service anymore. Will this affect our credibility on google and other search engines? We have applied 410 code to many of these old pages. We have also redirected some of them to the wayback pages. However, they still appear as one of the popular pages. Is there any solution for this? What can we do to do away with many of these inbound links coming to our website which are not relevant anymore to our current service? Your advice is so much appreciated. Thanks!

Strange new links being picked up in Webmaster tools affecting SERPs
Hi, I have a question regarding new links being found by Google, and showing in our latest links file from Webmaster tools. I run this site: http://www.propertysales.com it's a fairly new website with a small (ish) link profile but over the last 3 months I've seen a lot of links being found in Google like this: http://www.financecourier.com/news/story/523316/foreign-carmakers-milk-chinas-cash-cow/full_story.html it's clearly a scrap of a webpage from the FT.com, who we partner with, that has a link to PropertySales.com but the number of links Webmaster tools is seeing is much bigger than we would normally get in any given month. As a rule I would normally ignore scrapper sites as I’ve always assumed Google is smart enough to know which site these are and thus wouldn't affect your SERPs but I’ve also seen a drop in our SERPs over the same month so now I’m thinking these are effecting the sites SEO. Does anybody have any insight into this or advice on the best way to handle this, I looking at going through these site and adding them to our disavow file but this can take a few month to take effect so are they any better options or way to handle this? New website, small business, niche market --- what's my best link building strategy?
Hi everyone, We are a small company manufacturing a niche product (indoor playground equipment), our new English website (www.funlandiaplaygrounds.com) has just been launched 2 months ago, before that we didn't even have a website in English. As the international sales manager of such a small company, I have to do all the international marketing jobs including SEO, but before this I'm almost a noob on SEO. According to the latest SEO theory and numerous posts I've read here, links from these directories carry very low value, and solely relying on these links may even cause penalty to the website, but the reality is, all these competitors rank on the top as a result of these "spammy" links. For example this website www.aileplay.com that has the highest PA of 64 and rank on the first page on the search result of indoor playground equipment, has tons of spammy links. That is the situation we are facing now, then my questions is: As a small business in such a niche market, what is our best strategy to rank well in a reasonable time, say 3 months to 6 months? I do not think our competitors are very strong and hard to beat, I believe we will beat them in content creation for sure, but what should we do in link building? should we start to get directory links now, as it obviously works for them? Or should we first create more attractive content, then use these content to get natural links BEFORE we submit for directory, as recommended by most link experts here? How can I find all my "nofollow" back links?
I have reason to believe we're being penalized for having to many links with keyword anchor text, and these links are typically no follow. I wouldn't normally think a nofollow link could do this but I've exhausted all other options. Any idea how I can find these links?

Getting existing text linked from magazine
Hello All, A major magazine DA98 did an article in 2007 about a project our company worked on. The specifically named our company in both the printed and online (PA53) versions of our article. Even though this article is old, I think this has HUGE potential if we can pull it off. Do you think it's possible to contact them and encourage them attach a link to our company name. Their newer articles are pretty good at doing this, but I guess in 07 it wasn't practiced by them. What's the best way to approach this and who should I go to? Webmaster? There is also a slight downside, the article does contain information about explosives, but not in a bad way. Could the search engines dislike this. I'm assuming not because of the PA and DA numbers for the magazine company. Would love to hear your thoughts and ideas. dmac

What can be blocking the link juice?
Hey all, I recently found an issue on the website of one of my clients, so I want to hear what could be the reason for it. We are working with that client since September last year and we had created around 300 links to it. However, I recently found out using Majestic SEO and Open Site Explorer that for every page there are like 3-4 links passing value... I checked the whole report immediately, but the thing is that all links are in place and they have relevant URLs and anchortext as wel. I am thinking about an onsite issue, which can be blocking the links (I checked the robots.txt and the http header to see if they return any errors, but no luck). Any suggestions....
