Reciprocal linking with same niche in another country

I was wondering if it was still a viable strategy to pull up 'your keyword' on google.uk or google.au, and email all the top ranking sites or call them and personally ask them to reciprocally link to you. Do these links still hold any value in google's eyes? Or is this a well known strategy that no longer holds any weight and is a waste of time?

My first thought is why would those top ranking sites want to engage in reciprocal linking, what's in it for them! If they are ranking highly, supposedly with authoritive sites, wouldn't make much sense for them to do so. If the link was one way to them, sure, but reciprocal, doubt it.
Engaging with authoritive site owners/publishers and building up a relationship over time can lead to a one-way link from them, usually much more valuable than a reciprocal link.
I'd suggest spending your valuable time on tasks other than reciprocal linking, the benefits are not usually worth it these days.
Create high quality content that others, including those highly ranking sites, would want to link to, then distribute that content well, seed it, engage with others about it, sure, that's a more effective way to acquire those all important authoritive links that matter.
If you haven't already read it, a relevant blog post here on SEOmoz entitled "Proving Trust on the Web" is well worth a read. One of the topics mentioned is Links. Time spent Building Trust to help obtain those all important valuable links is usually far more productive and beneficial than participating in reciprocal linking.

Redirecting dofollow, high-domain-authority links from one site to another: good idea?
I have two sites that offer help for freelance writers. The first gets almost no search traffic and is very low priority for me. The second is my main priority and gets substantial search traffic. The low-priority site has a significant number of dofollow backlinks from high-domain-authority sites. Is it a good idea to 301 redirect these links to similar/related posts on my high-priority site? Would this potentially boost the SEO of my high-priority site? Thanks for any help!

Page links, header links, footer links
HI I have been hearing about links, you should keep to 100 Just look at this url http://www.powerwale.com/store/acdelco-sealed-vrla-iacdv5l--b-5ah-bike-battery/77031 and go for Recommend section, where you same product applies to different vehicles 1. im confused, should keep it or not?

Links from my Own Blog to my Own Website and Link Scheme
Hi There, I use my own blog to give advices and offer information related to my business service. Of course in terms of SEO my blog is useful not only to expand my brand presence but also to acquire long-tail traffic. I use to insert a maximum of one link with a relative matching anchor text in every article of my blog pointing to my own webpage. Said that, the questions are as follows: Am I involuntarily participating in a Link Scheme with my blog? And If so, how many links can I send to my own webpage ? Shall I limit the number of links to a minimum? Thanks a lot for your advices.

How to build links for a domain name that is redirected to another url?
I'm helping a friend build links to his site because he recently moved across country. His primary domain isn't very SEO friendly (shef1.com) so he registered another domain (stephenshefrinphotography.com). Shef1.com has been around for awhile and has at least been crawled with a page rank of 1 so we decided to keep shef1.com as the main website and redirect stephenshefrinphotography.com to it. So for SEO sake I know it's best to at least have a keyword in your URL so I have been using the url stephenshefrinphotography.com in my link building efforts for local directories and blog comments. Is this the right way to go about this or should I be using the main url shef1.com? He had virtually no backlinks until I started helping him but the ones I have created over the last month are not showing up on the link analysis in my campaigns. I just want to make sure my efforts aren't in vain. Advice please. Thanks!

Link exchanges
I have quite a few legal clients and 90% of my clients top competitors are doing 1:1 link exchanges and they have been doing it for years. Other industries Dont seem as prevalent. I am just boggled every time someone says link exchanges don't work, will get penalized, or value is not passed. Its been working for my competitors....Legal SEO's seem to focus heavily on link exchanges. I have yet to do link exchanges, but am about to get started with a resourceful directory of local businesses on my clients site. Some will be linking back, but not all. Fear of penalization is lurking in my mind. Does anyone have any real data on this? Does anyone have an example of doing this properly and an example of how not to do it?
