Looking to partner with a Quality Link Builder

I have a number of clients, but don't have the time, energy or desire to spend my time building links. I'm looking to partner with someone looking to make some ca$h by helping me accumulate quality links for my clients (at an affordable price).
Any referrals would be appreciated. If this type of post is inappropriate or violates any policy, then I would like to change my submission to: "What's the best way to find a partner to assist my link-building efforts?" ....not looking for an SEO firm's sales pitch.

Look for some one with a proven track history of success.
The problem with some offerings of link building are that they will offer a very low quality link building, usually an indication of a low cost provider.

Disvowing Links?
I ran a report through SEM rush and it came back with 174 toxic links ( score 100-60). I have been reading mixed reviews about what to do. Most of the websites are not relevant and appear to be linking to the images. Should I disavow these links? Would it help SEO? Or should I leave it be?

Hi Guys, I am very new hear. I just joined. I have a few websites that I need to manage. I am looking for a software that will allow me to manually add the links that I have been able to acquire. It would also be a bonus if it could search for the links to my site and to see if its still active. Because I have a freelancer working a few hours a week on link building and I need to keep track of the links. I am looking for something simple and good. Any suggestions? By the way, I used Raven Tools many years ago, and it had this feature. But since joining Moz, I don't want to be paying for 2 subscriptions. And I don't know if Raven still has this feature. Are you still disavowing links?
In light of the Penguin update a few months back, are you still disavowing links? Penguin is meant to now ignore spammy links, meaning that manual disavow via Search Console is not needed. However, the feature stills remains in Search Console, suggesting that it is still helpful (or have Google just not got around to removing it yet?) Be interesting to hear your thoughts.

Reciprocal links
Hi SEOmoz Pros, We have vendors from whom I was hoping to get links. To make it more enticing to them I was planning to select a small number of vendors (with good site metrics-PA, DA, PR) and create a "Featured Vendor" module on some pages that would link back to the vendor's site as well--thereby created reciprocal links. I was planning to only have one vendor to a page and only for the pages that we are targeting locally. My hope is to help boost the ranking of those pages. Is it okay to offer our vendors to link back to their site or should I ask for a one-way link back to our page and pitch it as exposure for their brand?? Lastly, does Google penalize for these types of links? Thanks!

Using parked domain page to get 50k+ of low quality links, good idea?
Hi all, I'm managing the seo for a hosting company. We have a lot of parked domains with a parked domain page. This will now be updated to promote our products. When this page is updated it will give 50k+ of low quality links to specific pages almost overnight. We curently don't have a very good seo ranking for our keywords, so there is little risk on the downside in the short term. Do you have any suggestions as to how I should go about this? Some alternatives off the top of my head: 1. get the page up an focus all the link equity on relevant pages with keywords in anchor text 2. add noindex / nofollowto all pages or only part of them to avoid puishment 3. add noindex / to the majority of the pages and "release" a percentage every week or so to avoid a "link bomb" Thanks for any and all input!
