Relevance or Authority for Links

Which one do you weigh more than the other? I prefer high-authority sites over low-authority but relevant sites/pages personally. From my experience, non-relevant'authoritative' websites/pages tend to have a bigger impact than 'relevant' websites/pages.
What do you think? What is your experience?

If you go to Google and search for a highly competitive keyword the authoritative sites will rank highest.
It is very easy to be relevant - any idiot can do it. Becoming authoritative is very hard.

High Domain authority > Relevancy of site(if it's a low domain site)
I usually find that high domain authority sites even if they are not relevant give you a bigger boost than relevant sites with less Domain authority.

Forum signature links in relevant categories of the forum
Hello I want a question about forum signature backlink. Suppose I join a forum having following categories: A B C and the C category is relavant to my niche like for example the C category is about SEO and I want to build a website about SEO and want to put link in the signature for that webiste. So can i consider it as relevant category for my niche??? although the category A and B are not relevant to my niche and also I will not post in them???

Outbound links
We are working with a large, global customer that has asked us to link to their website from about 5,000 pages of our website. The links would either point to one page on their website, or they would point to specific pages throughout their website. Is this a bad thing from an SEO perspective, as in - would either of us be penalized from search engines for doing this?

Obtaining External Links
What is the best way to obtain External Links for a website? I have seen using the Open Site Explorer that my url is ahead of most of the competitors in all areas except this one. What is the best method of generating these links, outside of emailing 20K people and asking for a back link? Any suggstions?

Linking articles to each other
I've been using white-hat article marketing to post original content about my niche to credible article directories (yes, I realize many of them were recently devalued). My question is: Is it a good or bad idea to have future articles link to older articles, as a way to increase the chances of having the older articles indexed, or increasing the amount of link juice they pass to my site (since they point to my site)? I get 2 links per article and was thinking of using 1 to point to a prior (related) article, and the other to point to my site.
