Adding a directory and aggregated content to my ecommerce site

I'd like to add a directory of websites to my ecommerce site. We operate within a nice niche both in terms of products and demographics. The directory would be specific to our verifical and market. My concern is how Google will see these external links.
A reciprocal link won't be required to be in our directory, but I suspect many sites would like back to us as we outreach to them with content ideas, their directory links, and as we share them with our social network on twitter and facebook.
The directory would be broken down into categories so each page may have 1-20 external links on it. Our architecture already incldes category links (all internal) so these would be in additional the links you would normally see on our site.
I'd also like to aggregate some content - again, mostly external links. Will Google have take poorly to that aggregation?

Is it OK to disavow directory submissions?
I'm currently working on a website that has had a load of spammy links built in the past. From what I can see, it would be most efficient and effective to disavow everything that's there as all work performed previously is low quality, except for some local directory submissions. These local directory submissions are likely "no follow" and therefore, I'm wondering is it OK to disavow everything including these local directory submissions, seeing they are no follow anyway?

Directory Submissions = Negative?
I see that a lot of SEO companies offer a large 5,000 directory submission package with slow, 160 day submissions. I don't mind spending the money to have this done, but my question is... would they help, or would they actually hurt my rankings? Since a lot of these directories are basically just copies of each other on different domains. As an added question, would it be worth submitting to all of the general directories on this list? http://www.seomoz.org/directories

Text Link Ads - have you worked with them?
I work with a large group of community sites and we were approached by a company called Text Link Ads to purchase links on our sites for SEO purposes. This means we can't add "nofollow" and the resulting page is crawl-able. This goes directly against Google's policy but I think it would be tough to find out exactly what we're doing. It could be a great revenue source and this company has many, many sites they work with. That said, this sounds like what you say right before something bad happens. So, two part question: Has anyone worked with this company before? And should these links be avoided or are they not so bad? Thanks in advance!

SEOs and web developers frequently leave links to their site in the footer of their clients' sites. Does this negatively impact the site with the links?

What are the best paid web directories?
I'm not sure if it's worth the money, so first I don't want to try with Yahoo dir, but something a bit cheaper. I have a foreign site, but everything is translated ti english as well. I stucked at te second page for my keyword, so I tought I give this method a try. What do You think?
