Outsourcing Linkbuilding: Companies, Costs, Payment models

Hi there
I am looking at outsourcing linikbuilding to a new content site. I want to target one 3 word keyphrase to begin with, it has a keyword difficulty of 48% (moderately competitive) on Google US. Goal is to rank 1-3, the target page is well on-page optimised.
Here are my questions:

Are there companies that have performance based payment models?

Any rough guestimates on how much money is needed to get a page to rank 1-3 for a 48% difficulty level keyword? Over how many months?

In today's world, I'd be very hesitant to outsource my link building to company that will guarantee a top page 1 ranking for a moderately difficult keyword. There are so many other factors to take into consideration.
I'd also stay away from a performance based model - this may encourage the link builder/SEO to try various methods to get quick results. If you suddenly shoot up in the rankings with the usage of dodgy tactics, I wouldn't be surprised if your site took an even bigger drop a short time later. Google is really cracking down on webspam and problematic tactics, and I think you need to be a bit patient and let things go naturally.
Currently, I'd advocate guest blogging and other forms of organic link building.
Is the site currently ranking for the term? What is the backlink status of the domain? If you pay a link builder to optimize for one term, and neglect your branded anchor text and the backlink profile of the rest of the site, you can run into serious issues with the search engines that will be harder to resolve and will take more time and money than you had originally intended to invest.
Hope this helps - just to clarify, I'm all for link building and organic growth in rankings. I just think you need to take a larger approach looking at your whole site, its onpage optimization and its backlink profile.

Feeling "vision limited" in the linkbuilding process

My client has a web about kitesurfing (he offers a bilingual kitesurf camp) and after thinking about linkbuilding actions I've come into conclusion that the only effective way of generating backlinks is make the sharing NATURAL via high quality CONTENT creation and distributing it through different digital channels as some of you told me before. For one of my clients I am looking for trustworthy companies who can help me with (qualitative) linkbuilding (internal & external) for webshops in the following countries: France Germany Italy Spain Danemark The client has set up a seperate webshop per country - so there are several webshops on several domains. Linkbuilding help discussion
I've seen a couple of questions about outsourcing linkbuilding. The general tone is that it is a very dangerous practice to select any service or to hire someone without a very thorough vetting of their past projects. This makes sense to me. But my businesses don't have the resources to hire an employee or an established seo firm. I am developing a sound linkbuilding practice from what I learn here at seomoz. The trouble is I just don't have the time to do it to the scale necessary. I can afford to hire an assistant/contractor for $15/hr or less. Would it be a good idea to hire someone from elance or odesk and work very closely with them to make sure they build quality links? Do you think this is better than hiring someone who says they can get me to google #1 for a specific keyword for $100 or so? Does seomoz or anyone else have any recommendations on where to go to find quality help? Thanks

Hiring a Company for Link Building
I am considering hiring a company to help develop link building for our websites. It is just too time intensive for me and I would like someone with experience to do it. So. . .what are the things I should ask of this company to make sure they know what they are doing and will do it in an ethical manner? Link building outsource advice
I have been limping along doing link building myself for several months now. Creating relationships, asking for links, writing some articles and press. So far, decent results, but I need to take it to another level. I used SubmitEdge's 400 manual directory submission product, but still not seeing many links coming from it. So, I would like to hire an onshore SEO to help me with link building. After getting several quotes from reputable companies, I found the process very frustrating. I know this business is not about guarentees, but they all want $600-$1000 per month for a fairly open ended service. All they tell me is that they will submit to directories, social media sites, shopping sites, and some niche sites. No guarentees of how many (or what quality) of links I'll get, or even how much time they even plan to spend. Any suggestions on what I should expect? and any suggestion companies?
