Geo-Domain Centralization - Helps or Hurts a Long-Term Campaign?

I have a client with nearly 100 geo-specific domains (example: serviceincity.com). The content is mostly duplicate, however they weren't affected by Panda or Penguin, and most of the domains have a PR2-PR4. Doesn't mean they won't eventually (I know).
My strategy is to centralize all the city domains and 301 them to their main website (example: brandname.com/locations/city/). However, their IBL profile shows at least 50% of their IBLs coming from the geo-specific domains, which makes centralizing quite a scary thing for short-term ranking.
Having these domains is obviously not scalable from a social media or video SEO perspective, and we all know that in the long-term brand rules and domaining drools.
Before I suggest they that they 301 these domains, I thought I'd get feedback from the community. Will all that 301 redirecting give more weight to the primary domain's visibility and sustain the ranking at a page-level, or will it send a flag to Google that the site might have been using it's own network of websites to game results? (which wasn't the case, the owner was just hyper with dominating in each city).

I'm going with folders rather than subdomains, but I think we're both on the same page. A friend of mine suggested building out the content for the target domain (very well) first, and then starting the redirection process at a slow pace to test and to not send to quick or too large of a signal to Google.

I've setup 301s for a client of mine who was doing the exact same thing and no their interior (city level) pages are ranking just fine even after Penguin. Now who's to say Google changes something in the next update and we lose traffic...but I think that risk is equal to the cityservice.com domains getting hit as well if you don't to the 301.
Either way you look at it, your client is using some outside the box tactics and that of course will put them at the mercy of Google to an extent. Have you thought about using subdomains like city.brandname.com? That's been working good for a few of my clients as well.

When creating a sub-domain, does that sub-domain automatically start with the DA of the main domain?
We have a website with a high DA and we are considering sub-folder or sub-domain. One of the great benefits of a sub-folder is that we know we get to keep the high DA, is this also the case for sub-domains? Also if you could provide any sources of information that specify this, I can't see to find anything!

Does traffic for branded searches help a site rank for general terms?
A year or two ago we put up some websites which were specific to brands we own. Sure enough those sites (eg 'myBrand.com') started to rank pretty well for those brand terms eg 'mybrand curling tongs' (it's not curling tongs, btw, but you get the idea). We were getting a decent amount of traffic presumably from people who have bought or seen these products on our amazon/ebay stores. Before long, we see us starting to rank well for non branded searches eg 'curling tongs' even among decent competition. Next thing you know I'm getting told by the boss that we need to put up websites for all specific ranges, not just brands, because specificity is a bonus for ranking well. While there's probably a point that a site for MybrandCurlingTongs lends itself well to ranking for curling tongs, is there also an element that the branded searches we got (via making our brand known on amazon/ebay) helped the site gain recognition and authority? As such a new website about 'ionising hair dryers' would not rank well based on being specific, because it wouldn't be helped by a lot of branded traffic?

Age of a re-directed domain same as age of a static domain?
I know domain age plays a role in SEO--but, I am wondering if a domain is set up to 301 re-direct to another domain if it builds the same amount of authority over time as the static domain--just looking at age as a ranking factor, not links accumulated over time.

So yesterday I got a DMOZ editor account. Let's say i want to rank for rental car service and purchases a domain rental-car-service and creates a site http://www.rental-car-service.com There will be few persons who won't use anchor text to link to the site, but will simply link using URL ( in this case http://www.rental-car-service.com ) So, will a link to http://www.rental-car-service.com from another site using http://www.rental-car-service.com as anchor text help the keyword rental car service ?

Exact match domain names
Hello, Someone approached a client of mine to sell a exact match domain name for a very competitive and high converting keyword. Would this be of any use and what are the best tactics to employ if it is purchased? I was of the opinion that the 'power' of exact match domain names are dying fast but would be interested to hear what people with experience in this think and what they have done with them (i.e. set-up a website on that domain or re-directed it)? Where do I redirect a domain to strengthen another domain?
