Do Outbound NoFollow Links Reduce the Page's Ability to Pass PageRank?

I get the recent change where adding a nofollow to one link wont increase the juice passed to other links.
I'm wondering if nofollow still passes link-juice into the void. i.e. if a page has $10 of link-juice and has one link then regardless of whether this link is follow or nofollow will the page will leak the same juice?
Specifically, Is this site benefitting from having a nofollow on the links in it's car buyer's checklist:

When nofollow was introduced it was possible to "sculpt" pagerank by nofollowing links - and that directed their pagerank elsewhere.
Then Google decided that the pagerank on a nofollowed link would evaporate and they didn't tell anyone about it.... until Matt Cutts admitted one day that the pagerank on nofollow links evaporated.
How do they do it today and how they will do it tomorrow is anybody's guess.
So, I would invest my time and strategy on making a great website.

While back I write a post on Search Engine Journal where I talk about whether or not Google passes a link juice on no follow tag… to be honest to me there is no clear answer to that but I follow the best advice by Ross Hudgens that consider it 0 and act accordingly.

Pages with excessive number of links
Hi all, I work for a retailer and I've crawled our website with RankTracker for optimization suggestions. The main suggestion is "Pages with excessive number of links: 4178" The page with the largest amount of links has 634 links (627 internal, 7 external), the lowest 382 links (375 internal, 7 external). However, when I view the source on any one of the example pages, it becomes obvious that the site's main navigation header contains 358 links, so every new page starts with 358 links before any content. Our rivals and much larger sites like argos.co.uk appear to have just as many links in their main navigation menu. So my questions are: 1. Will these excessive links really be causing us a problem or is it just 'good practice' to have fewer links

What's the best URL structure?
I'm setting up pages for my client's website and I'm trying to figure out the best way to do this. Which of the following would be best (let's say the keywords being used are "sell xgadget" "sell xgadget v1" "sell xgadget v2" "sell xgadget v3" etc.). Does linking to a div pass value to the base url?
hi, because of how my site is laid out, in many cases, it makes sense from a user experience standpoint to link to a specific id rather than to the base url (and the top of the page). for internal links on my site, will linking to http://domain.com/page/#div pass the same link value as linking to http://domain.com/page/ ? or am i shooting myself in the foot with this approach? thanks, Moz buddies!

Dynamic 301's causing duplicate content
Hi, wonder if anyone can help? We have just changed our site which was hosted on IIS and the page url's were like this ( example.co.uk/Default.aspx?pagename=About-Us ). The new page url is example.co.uk/About-Us/ and is using Apache. The 301's our developer told us to use was in this format: RewriteCond %{REQUEST_URI} ^/Default.aspx$

Pro's & Con's of registering your customers?
I know that making a user register will drop the the conversion rate. However, there are a lot of sites that still stand by making users register before you can purchase. I was wondering if they know something that I don't that would outweigh the loss of those conversions. What exactly are the Pro's & Con's of making your customers register before being able to purchase an item?

Maximum of 100 links on a page vs rel="nofollow"
All, I read within the SEOmoz blog that search engines consider 100 links on a page to be plenty, and we should try (where possible) to keep within the 100 limit. My question is; when a rel="nofollow" attribute is given to a link, does that link still count towards your maximum 100? Many thanks Guy

Google swapped our website's long standing ranking home page for a less authoritative product page?
Our website has ranked for two variations of a keyword, one singular & the other plural in Google at #1 & #2 (for over a year). Keep in mind both links in serps were pointed to our home page. This year we targeted both variations of the keyword in PPC to a products landing page(still relevant to the keywords) within our website. After about 6 weeks, Google swapped out the long standing ranked home page links (p.a. 55) rank #1,2 with the ppc directed product page links (p.a. 01) and dropped us to #2 & #8 respectively in search results for the singular and plural version of the keyword. Would you consider this swapping of pages temporary, if the volume of traffic slowed on our product page?

Aside from creative link bait, what's a solid link building strategy involve?
All things considered, directories, blogs, articles, press releases, forums, social profiles, student discount pages, etc, what do you consider to be a strong, phased, link building strategy? I'm talking beyond natural/organic link bait, since many larger accounts will not allow you to add content to their website or take 6 months to approve a content strategy. I've got my own list, but would love to hear what the community considers to be a strong, structured, timeline-based strategy for link building.
