Where can I go to get follow backlinks to my site to improve my DA and PA, etc?

I am in the real estate business, and I am trying to get three key phrases to rank well for azbestlistings.com homes for sale in casa grande az, homes for sale in mesa az, and homes for sale in yuma az.
These three key phrases are cities that I and two other realtors work separately. We all have our own city on the team. Hence, I want to get myself into the first 5. However, I am coming nowhere near page 1 for these key phrases, so I figured from what everybody tells me I need back links.
I work all day long as a realtor, so my brain is not super focused by the time I sit down to do my seo work. Basically working two long jobs, so if somebody says go back linking I say ok, but just where do I do it in the quickest and smartest way since I do not have a ton of time to do it.
Each agent is responsible for working their city or city pages.

Why are you trying to increase your DA & PA? DA & PA are just metrics created by SEOMoz to help you get a rough idea of what a page/site's authority is. Raising these numbers should never be an end goal in and of themselves.
Getting good follow links all depends on your niche. Are there any blogs in your niche or related niches which you can guest post for? Any niche specific portals or directories? Do you have any friends or business partners that might link to you?

My first major comment will be to choose wisely, shop around and make sure any SEO company you take on explains how they go about the link building strategy. Source someone local, or at least in your own country who understands you, your needs and your business environment.
Secondly, you should consider what you are already doing - or think about what you should do. i.e.
- Are you becoming part of communities online?
- Are you contributing to blogs or writing some great content that relates to your website
- What are you doing to engage people on social media
- Do you know what your competitors are doing - so you can learn the good stuff and avoid the junk?
Your question sounds simple, but you need to balance knowing what you can (and maybe should) be doing yourself, while taking on a business you can work closely with who will help you on this front.

Reciprocal Backlinks
Hi all, We've just started looking into backlinks for our website, and we're...a bit overwhelmed to say at least. We thought the best way to start with backlinks is to reach out to our industry partners, and ask them to put a link to our website on theirs (in a blog, or a relevant page of course), as it's relevant for users. However, the question we almost always get is, can you do the same and link back to our website? How does google look at reciprocal links? We think they can be seen as a 'transaction of links' and not have as much link juice as links which aren't reciprocal. Is there any best practice for how to approach this? Thank you in advance. I looked up that testimonials for like, some of our providers, with a backlink back to us, is a legitimate backlink. The thing is they are a provider, not necessarily in the same industry as us. Do testimonial backlinks work?

Backlinking post penguin
Does anyone have any effective strategies about how to backlink for a new website. I'm just really cautious of this new penguin update and don't want to submit to too many directories or do anything that will get penalised, seen as the website is new.

Building on Brand for a keyword heavy domain with bad backlink profile
The domain is keyword heavy think along the lines of "mountainbikes.com" and they are ranking ok for mountain bikes, however on inspection they have a LOT of poor quality back links and a lot of those links are anchor text phrases (and far too much of it!). A lot of people recommend building on brand in situations like this, however how would I go about doing this for a site without a branded domain name? In this case their is a company name but it's not the same as the domain name, would you simply build links using the company name "Uber Bikes" or use the domain www.mountainbikes.com. If the aim is just to build a more varied back link profile then I guess using both would be good? Thanks in advance! 🙂

Link Building Question
Hello, Here is my situation - i'm number 10 for a moderate keyword and i want to rank higher . Using the Open Site Explorer i studied the links of 12 competitors and noticed the following : There are only 2 sites that are doing 100% white hat - one of them is on first page only because has a big,big domain autority, the other because is a brand name. The rest of my competitors are on first page using directory submissions (i discovered 200+ directories - and not counting those that are not indexed.), buying links (for ex check these 2 :http://www.dentistsburbank.com/links , http://www.dentistinaustin.com/links/ - there are 50+ more sites like this), spam forums and article submissions. For my site i tried to get only quality links, tried link bait, quality articles - etc(and this for more that 18 months). Unfortunately it seems that my efforts are not enough(seems that links from military.com are not enough to beat 200 low quality directories) and i want to ask the community what should i do. Shall i invest in directory submissions (it will cost around $1500) ? If not in directories in what shall i invest the money ? Are there any companies able to create successful link baits ? Shall i report the paid links hoping that Google will take action ? Any other ideas 🙂
