Can competitors pay to have spammy sites link to your website?

Is there anything stopping competitors from doing a negative text-linking campaign against your site to purposefully harm your business?

First of all, is it a problem for you? Have you seen random spammy links to your site and a drop in SERP? If it isn't, don't sweat it. It would takea lot of time or money for a competitor to create enough bad links to hurt you. Unless you're in a Hatfields and McCoys situation with a competitor, I think it's unlikely.
If you're really worried about it, do a lot of White Hat link building. At least then you have something to balance out a competitor's sabotage.

We've heard a lot of nonsense from Google before, stating that this was impossible blah blah, but now they seem to be finally accepting that this does happen.

No one is stopping competitors from doing this and it does occur.
Google is discussing a disavow tool that may help filter these links out:

Nothing is stopping someone from doing it........... although paybacks could be rough.
I think 6 drops of Visine in their food would be a good start.
At the least, it would keep them off the computer for a while.

No. Anyone can build links to any site.
You can always ask webmasters to remove links, but they are much easier to build than have them removed. If the site is stating false negative information about your site, it might be considered libel and you could try to threaten legal action.

Nope, its one of the meanest things someone can do to you, but it does happen.

Hi, I got: "Unnatural Links To Your Site — Impacts Links Google has detected a pattern of unnatural artificial, deceptive, or manipulative links pointing to pages on this site. Some links may be outside of the webmaster’s control, so for this incident we are taking targeted action on the unnatural links instead of on the site’s ranking as a whole. " I don't see any dropping at rankings, could the best solution here to be, just to leave everything as it is and be more careful with the link building in the future? Or is there a danger that Google gives further penalties if I don't act on this one do something? I am little afraid that if I start removing links, my rankings will drop, even though they have remained same if don't do anything? Any help is appreciated.

EDU Links to my Site Never Show in Webmaster Tools
I have legit links from about a dozen .EDU sites. We do training for Universities. The links never show up in webmaster tools "Links to Your Site' and considering how many we have its amazing our rankings aren't better. It's almost as if google is ignoring them. Any thoughts?

DA of External Link Sites
Curious as to how you separate a "good" link from a "bad" one. I go through Open Site Explorer and see a variety of sites linking to our page. Some have good Domain/Page Authority and others do not. When looking for links, where do you determine whether a link from a specific page will help/hurt you in terms of their DA/PA? Translated another way: How much DA/PA does a site/page need to have before you decide it will pass good link juice to yours via a link?

Linking from different IP, but same server, how much it can hurt?
Example, Have a site on 173.194.33.51 and site on 173.194.33.52, same server, different IP addresses, same network subnet. Make one link from site residing on 173.194.33.51 to site on 173.194.33.52 Can this hurt? Can it be beneficial if site on 173.194.33.55 has good PR?

We are receiving requests to repost our articles in full on competitor websites. Our competitors have expressed they are fine with linking back to our homepage, and the original source page. Would this benefit us, or do more harm than good?
