Social channels, tools sites for promoting a blog or article

Hello,
I would like to promote blogs, articles etc.
Can you give me some tips, advice on how to promote these?
I guess everyone starts with Facebook, Twitter and LinkedIn.
After that, Reddit, StumbleUpon.
Any other good ways (penguin proof) to promote a blog, article etc?
Any tools you use: SocialOomph or something similar?

In addition to everything that Anthony said (AKA, build relationships) you can also promote the blog article through writing other guest blog articles. I know this is going to take a lot of work, but that's what inbound marketers are good at... Hustle.
Find someone who will let you write a guest post for their site, and then fiind a way to organiclly mention your blog article in the middle of your guest post. This will help your first blog article rank higher in SERPS, and it will send more refferal traffic to your blog.

I think the key to promoting a blog online is to build some online relationships first. If you just set-up a twitter page and a facebook page, you will essentially be broadcasting to no one.
Create your accounts and interact with the people who you want to read your blog posts. Comment on their blog posts, help them find useful articles, thank-them for sharing something interesting. Get them to notice you and to become friends. In return, they will take a look at your content and share it if it is worth sharing.
I've had way more success interacting with people than just submitting a post to a site. If you are not a part of the 'community' on the platform you are sharing on, your post/tweet/submission will get very little attention.

Social media strategy

Synnd.com and Related Sites
What is everyone thoughts on Synnd.com and other sites that try to manipulate the "social signals" aspect of SEO. Am I right for thinking that it is waste of time because it is not related to your niche and all the accounts in the network are just spam accounts with lots of spammy looking links that add no value. I just feel time spent getting a retweet about your site from related authority sites would do far more than a ton of crap ones.

So I am my coworker have a differing opinion on social networking sites.
One of us says to join one or two, Linkedin being one of them and just work those. The other says to build profiles on multiple pages - everything from Merchant Circle to fastpitch , essentially any and all, and not worry about activity level, just get the link. What are your thoughts? Which approve will result in more effective optimization for clients?

Google Places Pages and social icons
I have a business that works in many cities across Texas. Our home base is in Austin and i have a Google Places page set up for Austin. I have a page dedicated to each major city in Texas talking about clients we've worked with in each city, etc.. I am placing social icons on each page and Google Places is one of the Icons and i was concerned that if Google sees a link to our Austin places page on our Houston page that the Houston page might be considered less relevant for a Houston search being as Google takes note of addresses on pages to consider relevance. Will my page suffer in the serps if i link to our Austin local page on our other city pages in the google places icon? Second question: What are the best social icons to put on my web pages for the best traffic? Take care,
