How do you remove unwanted links, built by your previous SEO company?

We dropped significantly (from page 1 for 4 keywords...to ranking over 75 for all) after the Penguin update. I understand trustworthy content and links (along with site structure) are the big reasons for staying strong through the update...and those sites that did these things wrong were penalized.
In efforts to gain Google's trust again, we are checking into our site structure and making sure to produce fresh and relevant content on our site and social media channels on a weekly basis.
But how do we remove links that were built by our SEO company, those of which could be untrustworthy/irrelevant sites with low site rankings? Try to email the webmaster of that site (using data from Open Site Explorer)?

Boosting Equity-Passing Links?
Hello Moz folks, We have a SEO client who has exponentially fewer equity-passing links(inbound and internal) than their two major competitors, which I'm sure is a MAJOR factor in their rankings. In fact, the numbers are so drastically different seems to indicate that these competitors are participating in some sort of black hat link farm. For example: Internal and Inbound Equity-Passing Links Our client - 2274 Competitor 1 - 496k Competitor 2 - 143k How is this possible or legit? I don't understand. Our well-known client has been in business for 10+ years and they have a content-rich, WordPress website consisting of thousands of pages that have been optimized for search, including keyword-rich URLs, page titles, metas, H1 tags, etc. The things that keep coming to mind are the need for more links and more content. One thing that comes to mind is that the client launched a new site about 1.5 years ago and changed their domain prefix from http to https. I'm not sure if this would have an impact on inbound link equity or not. 301 redirects are in place so from what I understand, all of the old http pages should have passed at least partial domain equity to the new https site. I'm also wondering if changing the structure of WordPress categories, tags and author pages could somehow dynamically increase the page count and amount of perceived content. We may be overly restrictive with Google Search Console. Anyway, I'm at a loss and don't understand how our competitors, with seemingly similar content, could have exponentially more links and are dominating the search results. Ranking without SEO?
We have a client that we've been doing white-hat SEO for for over 3 years and they've always been number 1 in Google for all their targeted keywords. This year, their competition has been ranking above them and our client has been pushed towards the bottom of the first page. After thorough research, we discovered that this competitor is doing no SEO at all, just regular PR which our client is also doing. Our client is even spending money in Adwords and their competition isn't. Can anyone explain how a website that does zero SEO can magically be ranked at the top now and above our competitor who we're doing everything possible for?

Are there any strengths (benefits) in having outbound links within the site regarding SEO? If linking to reputable sites, would that help increase our SEO strength or does that only work if they links back to us?

Negative SEO to inner page: remove page or disavow links?
Someone decided to run a negative-SEO campaign, hitting one of the inner pages on my blog 😞 I noticed the links started to pile up yesterday but I assume there will be more to come over the next few days. The targeted page is of little value to my blog, so the question is: should I remove the affected page (hoping that the links won't affect the entire site) or to submit a disavow request? I'm not concerned about what happens to the affected page, but I want to make sure the entire site doesn't get affected as a result of the negative-SEO. Thanks in advance. Howard

Is my SEO consultant doing blackhat tactic?
Hi, Can someone tell me what my SEO consultant is doing? I have engaged a SEO company in Singapore for my site: Http://www.rollerblinds.com.sg The thing is for the 1st 2 months, it is ranking well but for the next 4 months it is out of google. I noticed my links are on some strange article site. Is he doing blackhat tactic, I have been paying monthly for many months now with no result. Shall I continue to pay and how can I recover?
