Yes, then it that case, you would want to use a canonical tag indicating which page Google should focus on. If the page is defunct or not used anymore, then do as Irving suggests and 301 it. Good luck.

it sounds like your arre talkng about the homepage having a duplicate page with index.php. If that is the case then 301 redirect it to the real homepage URL.
You can request the URL to be removed from Googles index in your WMT account too which is a good idea because as it sits now you have two pages that are identical indexed in google.

the site is a magento site.
and the page was cached by Google. my goal is to transfer any importance that Google sees in the page to the home page.

I would just canonical it to the right URL and for every other URL that might be generated in multiple ways. You should definitely not do a robots.txt block.

Your question is not really clear. If you're building your website using a program like FrontPage, it creates a "home page" usually using index.htm or index.html. index.php is not typically "created" unless you're using a program like Wordpress or some other PHP based site that uses it for the home page. That's the part of the question I'm unclear on as to what you mean.
As for robots.txt versus canonical, it depends on what you're trying to do. If you want the search engines to ignore it, use robots.txt to block it. Using a canonical tag simply tells search engines which page you prefer for it to use if there are multiple similar pages.
For instance, if you have 5 widget pages and they all have the same content, you would use a canonical tag to tell Google which one of those pages you would like for them to use to avoid all 5 pages potentially being seen as duplicate content. It knows those pages are there, but you tell it which one to consider when it's crawling your site. That's a simplified explanation, but essentially how it's used.
So if you want Google to ignore the index.php page, a canonical tag is not the option you want.

Any idea why pages are not being indexed?
Hi Everyone, One section on our website is not being indexed. The product pages are, but not some of the subcategories. These are very old pages, so thought it was strange. Here is an example one one: https://www.moregems.com/loose-cut-gemstones/prasiolite-loose-gemstones.html If you take a chunk of text, it is not found in Google. No issues in Bing/Yahoo, only Google. Duplicate Content/Similar Pages
Hello, I'm working on our site and I'm coming into an issue with the duplicate content. Our company manufactures heavy-duty mobile lifts. We have two main lifts. They are the same, except for capacity. We want to keep the format similar and the owner of the company wants each lift to have its own dedicated page. Obviously, since the layout is the same and content is similar I'm getting the duplicate content issue. We also have a section of our accessories and a section of our parts. Each of these sections have individual pages for the accessory/part. Again, the pages are laid out in a similar fashion to keep the cohesiveness, and the content is different, however similar. Meaning different terminology, part numbers, stock numbers, etc., but the overall wording is similar. What can I do to combat these issues? I think our ratings are dropping due to the duplicate content.

Page missing from Google index
Hi all, One of our most important pages seems to be missing from the Google index. A number of our collections pages (e.g., http://perfectlinens.com/collections/size-king) are thin, so we've included a canonical reference in all of them to the main collection page (http://perfectlinens.com/collections/all). However, I don't see the main collection page in any Google search result. When I search using "info:http://perfectlinens.com/collections/all", the page displayed is our homepage. Why is this happening? The main collection page has a rel=canonical reference to itself (auto-generated by Shopify so I can't control that). Thanks! WUKeBVB

Drop in traffic, spike in indexed pages
Hi, We've noticed a drop in traffic compared to the previous month and the same period last year. We've also noticed a sharp spike in indexed pages (almost doubled) as reported by Search Console. The two seemed to be linked, as the drop in traffic is related to the spike in indexed pages. The only change we made to our site during this period is we reskinned out blog. One of these changes is that we've enable 'normal' (not ajax) pagination. Our blog has a lot of content on, and we have about 550 odd pages of posts. My question is, would this impact the number of pages indexed by Google, and if so could this negatively impact organic traffic? Many thanks, Jason

Why google removed my landing pages from index?
I made new website meko.lv. I put many work to it, to make page SEO friendly, sprites, reduced requests added SSL, got google page speed insights score 100/100, but in 2. october all pages in google webmasters disappeared from index. Could you please look at website and say whats wrong with it? They are all search results present in google but for how long. it is so annoying, you put so many work but in result get high spam score. Why is it that when I run an "On Page Optimization Keyword Report" for my website I get a different score when using http://www.tandmkitchens.com vs http://tandmkitchens.com. My keyword is "Kitchen Remodeling" http://www.tandmkitchens.com scores an A http://tandmkitchens.com scores a B It's the same page yet one url scores higher than the other. Any help! Thanks

Importance of an optimized home page (index)
