Are duplicate images a sign of low quality?

I look after a lot of small businesses that can not afford to get cutom made images for their sites, this made me think, If i was a search engine and saw a site with duplicate images, would i think that this site is of low quality?
It is my guess that they would.

Google can tell they're the same image, and even lets you use this as a search. Go to images.google.com and click on the little image icon right by the search. Instead of putting in words describing the image, you can upload an image or point to an image URL and Google will tell you if it finds that image (or a very similar image) on any other pages. That's also a great way to find out if other sites are using your images. I found two other sites using an image from my site, for example. Here's the search results http://bit.ly/MtrXbs

Easy, every image gives the same code, even if you resize it its just a caculation to its new code.

Yes. If the image is tagged with different keywords, how is Google going to know they are the same image?
Keep the file name different and alt different as well.

The can match imes even if resized, you can see this when you search for images, you get to find other sizes of rthe same image

Perhaps. How deep can Google read into an image properties beyond the alt tag?

I am working on Ecommerce website and getting issues with bad inbound links. I am quite excited to use Disavow links tools for clean up bad inbound links and sustain my performance on Google. We have 1,70,000+ inbound links from 1000+ unique root domains. But, I have found maximum root domains with low quality content and structure. Honestly, I don't want to capture inbound links from such websites who are not active with website and publishing. I am quite excited to use Disavow links tool. Duplicate content across external profiles
As a B2B business, a lot of our traffic comes from referrals, especially from profile listings and high quality directories.

I am currently updating all of our listings with content that is relevant and representative of our business. The easiest way to do this is by using one boilerplate/ presaved profile. This would be using duplicate content, would I run the risk of discrediting these backlinks to my website and suffering and Google penalties?0 -

Huge website Search Quality Team problem
One of my clients, have a huge problem. His page which generate traffic over 3 milion unique users per month (GA) has been penalized in January / filtered by Google, reason is simple: incoming links from low quality pages... We try everything from reconsideration request to meeting Google Europe employees (But not directly with search quality team), reconsideration requests (over 10) in 6 month are bounced off we got automatic reply like "This website have still problem, read Google Webmasters FAQ etc." We contacted manually with webmasters which have websites with incoming link to us, some pepole delete with no problem, rest don't take any action to remove our links from webistes...A few days ago we use disavow tool links where we add all links which can be ignored by Google, so.. we make new recosideration data with specific information and yesterday we got the same reply like as beginning of the year.. Like this: "There are still some inorganic links to your site" What we can do? We lost a money, our client lost money, lost position, lost users... Anyone have any idea to contact with Google excluding reconsideration request form and forum?
