Maintaining semi-related keyword groups

I'm working with a publishing site that has a series of primary topics for free content using a fairly wide keyword, under which we have cluster of associated keywords used in posts. For usability/simplicity some of the neccesarily broader topics have keywords within their cluster that aren't that closely related.
We've had success with keeping related keywords and content grouped like this, but I'm not sure how much value to put on this.
The issue is that we're writing a new free report (download) that is about "Y". "Y" is in topic category "X". X and Y are loosely related (it made more sense to put Y in X than anywhere else, and adwords/wonderwheel back this up), but there is an obvious disconnect where not everyone searching for X is interested in Y and vice versa.
Since the new free report is predominantly about Y, should I go to the effort of using X keyword as a primary keyword since we've got a substantial amount of content in X topic where the two are related and the report will be housed? Or should I just focus on optomizing for Y and not care that it's in the X topic.
My feeling is that we'd be better off just focusing on Y, and our general X topic page can continue to be the page focused on ranking for X, even if we normally aim to get an associated free report ranking for other topics' primary keyword.
(Blast, that's a rather long and confusing explanation.)

Hi, I would keep with using 'Y' as the primary and not try to work the 'x' keyword. I would furthermore make sure that the 'x' keyword links to the 'x' page so SEs will know that page 'Y' has 'x', but that it is not the page for 'x'.

I'd definitely not pollute / dilute the focus of Y by keying in on X for that report. Sure, you can reference X in the report, or in linking to it, but that should be secondary only... Let this be an opportunity to build the strength of Y.

Moz Pro recommends not using a keyword more than 15 times. If there is a lot of content and the density is low, is it okay to go over that?
From MOZ on-page grader... "Recommendation: Edit your page to use your targeted keywords no more than 15 times." But if I use a keyword 50 times and the keyword density is only 2 percent, is that ok? What is more important, the raw number used or the density?

Exact keyword match for meta title and h1 what is best practice?
How exact should my meta titles and H1 one be compare to the keyword you wish to rank on. Eksample. When I do a research with google AdWords the keyword tool shows me: 260 monthly searches for house for rent Hua Hin 140 monthly searches for Hua Hin house for rent 70 monthly searches for House for rent in Hua Hin The first two includes the exact same 5 words while the last one includes the stopword "in". That google have different search volumens for these very smilair search queries tells me that small differences matters. So how does that effect the way i shoulf write my: a)meta titles b)H1 I feel I get better sentences often by reordering the keywords etc. “Top tips on how to rent house in Hua Hin” Instead of “Top tips if you want a house for rent in Hua Hin” Do you use stop words like “in” hua hin. (only used in 25% of the searches queries)? Also would it matter if i write a plural form of a keyword instead of a singular etc propeties and sted of property? My goal is to write easy to read and unique content but i feel i can make exact matches if required with out compromising to much.

Keywords dropping
My website http://www.refrigeratedtransportuk.com/ is dropping like a stone for the keyword 'refrigerated transport'. Even though the page gets a grade A, can anyone help?

Can you use multiple keywords for on page for ranking?
I understand using a keyword (or phrase) and correctly building that into the site structure (URL, Title Tag, body, etc). So, this question is going to be elementary, but I am starting to question myself as I write content. I have a client, for example, that has a new site and a page for Chocolate cakes. Now the other pages they built out are for Cheesecakes, Cupcakes, etc. So we optimized the Chocolate cakes page with our keyword throughout (Getting an A+ on page content grade). But now they are asking me why they can't be found for chocolate eclairs, chocolate fudge cake, devils chocolate cake, double chocolate cake, etc. My first quick answer is that they should build more pages. But am I doing this wrong?

Is it best to optimize your site for just one or two keywords?
My company/website makes and sells a product that's not that competitive but still has about 20 key words/phrases that people search for. My site is not a huge site maybe 35 pages after you include the blog posts.We sell samples off the site but it's mostly used as a brochure but we also want it to be a successful tool at bringing in leads. Should I optimize for the most popular key word phrases focusing on only one or two per page and forget about the rest or should I try to optimize for as many keywords as possible on all pages or should I optimize for just the few (3-5) heavy hitting keywords but on all pages? Right now I've got it optimized for around 3 keyword phrases for the whole site and only 1 or 2 per page with the most popular phrases on the most important pages.

Duplicate Page Titles and Keywords
Still new to this SEO world, so please bear with me. I have an eCommerce site so one of the issues is duplicate content and page titles. So what I was thinking was this...for each product that I sell I have 4 or 5 keywords that I have targeted. For example for personalized iPhone cases I have decided on: iphone 4 case personalized, monogrammed iphone 4 case, personalized and monogrammed iphone case, preppy phone case, personalized iPhone case, monogrammed iPhone case For each of my products I was going to a product description (ie: trendy color block diagonal stripes) and a targeted keyword. But I was going to rotate the keywords through so as to try to avoid the duplicate page title issue. Will that help? Thanks much, Shara

Similar Keywords/Different Pages
My question is about my content strategy regarding keywords and page creation. For this example I will use the following keywords: "widget financing" "widget leasing" "widget loans" "thingy financing" "thingy leasing" "leasing loans" "whatchamacallit financing" "whatchamacallit leasing" "whatchamacalit loans" You get the idea. Now I have created a separate page for each of these keywords. There are about 70 keywords and their respective pages. Although all of these describe the same thing I have re-written each page. In other words I didn't use the same content and just substituted the keywords. Each page is roughly 200 to 500 words. I do rank very well for most of these keywords. I would post some of the pages from my site here but I didn't know if that is frowned on. My fear/concern is will I get in trouble in a "post Panda" world. Again, the pages rank very well I just want to be in good graces with Google going forward.
