How can stale, poor quality sites rank above fresh, high quality sites?

Dear Community,
How is it that a Google search for temperature sensors shows the second result as site **A **(http://goo.gl/zRS1L) in a higher positionthan site B (http://goo.gl/3Xy2O) which is on the 2nd page of the SERPs.
Site A blatantly does not follow Google's webmaster guidelines and recommendations for design, content or code.
Site B scores an 'A' for on page analysis using SEOmoz, it also has a much higher number of root domains in and Moz rank, we have checked that site B has only quality inbound links, and anchor text is natural, it follows Google's guidelines for content and code diligently, and it is on an older domain.
We are satisfied that site B has not been penalised by Google, e.g Penguin algorithm updates. We have also done a website verification with Google.
Site B has fresher content compared to site A. Site B also has a sitemap yet site A doesn't.
We're satisfied that we can rule out the following Algorithm Factors:
- Penguin algorithm updates
- Google Notified penalties
- Dodgy Inbound links
- Dodgy Anchor text
- Website verification with Google
- Fresh vs. static content
- Sitemap present
- Server Speed
- Server location
- Domain age
- and about 170 other algorithm factors
Does anyone have any ideas as to why site A is ranking higher than site B in Google.co.uk?

I agree with Oleg. Lately, people have been so concerned with "modern" SEO techniques that sometimes they forget some of the classic stuff that still does work, such as title tags, and of course, the keyword actually appearing on the page. Obviously, one shouldn't keyword stuff, but if the keyword isn't on the page at all, how will Google know that's what they page is about?

Add the word "temperature sensors" more often on site B (only has it once vs site A's 5 or 6 times)
- Add it to the title
- Add it to an H1 tag
- Add it twice to the body
B should rank higher, but the page content should be even more related to the term "temperature sensors"

2 Urls rank on page one, what should I do?
Hey Mozzers, I would like some input from you guys please. For keywords "car service dc" "dc car service" "car service washington dc" my site ranks in positions 7, 8 . My home page www.dcacar.com and also a landing page for washington dc: https://www.dcacar.com/washington-dc-car-service.html Is there something I can do to rank higher? Should I 301 redirect the landing page to the home page? If you have any suggestions and have experience in such cases your input will be greatly appreciated. Competitor ranks high, but how?
On our campaign, I have three local competitors which I like to keep an eye on. Two have been around for years but the other is pretty new. According to Moz, he has a Domain Authority of 1, has no backlinks and ranks lower on every keyword I keep track of. How then is he getting ahead of us for certain search terms? Can Moz not give any more information?

How important is a keyword rich domain name for ranking?
I've read that Google has lowered the relevancy of a keyword rich domain name in recent years, but I have a scenario with a client that makes me think otherwise. My client has a particular phrase that they're trying to get rank for and are currently in position 3 of Google. Their primary competitor has position1. Using the Keyword Analysis in Moz Pro, my client has a competitor beat out in Page Authority (45 vs 36), # Root Domains Linking to Page (98 vs 9), Domain Authority (35 vs 24), and # Root Domains Linking to Domain (122 vs 15). The main difference is that the competitor has the exact phrase as part of their domain. Other than that, the phrase (on my client's site) is used in title tags, heading tags, and throughout page content. I can provide additional information if necessary, but does anybody have any general advice about this scenario?

I'v been trying to rank for this word for a long time
Hi, I have this one page designed to rank for a spesific word i google (sweden). The page has a flawless moz grade A on-page. While my competator ranks for their subdomain, also grade A. I rank 6 he ranks 2 in google. Would I be doing a misstake if i 301 directed it to mu subdomain. In visitor perspective it would be a better landig page aswell. I dont want to lose my rank though. Best practice, anyone?

Image only site on top of Google
Hi Everyone, I'm trying to rank in Google for 'Hid xenon' in the netherlands, but there is one site above all results: http://bit.ly/qlsjne As you can see the site almost has no backlinks, and has not a single word in it's content, all images. it's a keyword only domain, and that's probably the only reason why it's ranking that high, but that means then that i can never get higher then him in Google because of it's domainname? Can't Grasp Why Pages rank Higher?
The first result "Bankruptcy on IRS" is the search term. Why does the first url rank higher in google. The second one, the IRS.gov page beats them in PA, DA root domains links. The title meta has bankruptcy near the front. unclefed does have the IRS keyword in the title, but an I missing something here? What are the other factors, that are most obvious. Sure one can have bad links, and other negative criteria, but these are pretty decent sites that probably don't engage in much in seo, let alone bad SEO. Sure link text and mix of links can help, but am I missing something here? Actually what I think I really need IS A CHECKLIST OF WHAT TO CHECK IN WHAT ORDER WHEN COMPARING WHY ONE PAGE RANKS BETTER THAN ANOTHER. Appreciate all discussions. Government Sites Cluttering Results?
Hi Guys, Have you ever come across government sites that are cluttering up SERP's that you're trying to rank for? For a new site that I'm working on one of the keyword terms is "driving test cancellations" and is in the UK. 3 of the top 4 results are government related sites which have verry little (if not nothing) to do with the keywords. Whilst these government sites are (very) loosley related to the keyword terms, and understandably have high pa/da, what would be the best way to try and rrank higher than these sites. I'm in the process of building links and social profiles - I'm really just wondering if there's something I'm missing that is an "easy fix" for jumping ahead of these sites - or getting them removed due to their lack of relevence.
