Does google really care if anchor text is the "brand name"?

I have read a lot about how it is a good idea to build links with your "brand name" as the anchor text. I am somewhat skeptical about all this. I suspect that the only thing that you need to do is have a wide variety of anchor text, some no follow links, and some links without any anchor text at all or just your URL. IDoes anyone have an opinion on this? Also I am somewhat confused about what a "brand name" is anyway. Obviolusly it applies to words like "Apple Computers" or seomoz but can I "make" my own name, i.e. Paul W. Matthews, into a "brand Name" aulby putting it in the title of my home page and just using it a lot as anchor text? If yes, is this a good idea?

You ask interesting questions, the answers of which are all subjective really. Yes, a wide variety of anchor text is a good thing. As your site gains history, it will also naturally gain a link profile. Every site's link profile is a little different. Some sites, like "Apple" for instance, probably have much heaviier percentage of branded anchor text than your local family-owned computer store. If you are chugging along and all of a sudden something drastically changes your link profile, this might or might not cause problems with rankings in the SERPs. Some wild fluctuations, even in smaller businesses, can be quite normal, particularly if there was a big news event surrounding their business (perhaps they were acquired by a much larger company) or something of that sort.
You are correct in how you are defining briand names (IMHO). Yes, it absolutely could end up being your name. In fact, I encourage everyone who works and writes online to consider themselves, personally, a "brand" in addition to whatever other businesses they are involved with. This is one thing that makes Google+ so perplexing to me because it totally confuses personal and professional brands (hopefully they'll sort that out soon).
Yes, you absolutely could turn your name into a brand name. It doesn't even take putting it on your site anywhere. I an an in-house SEO for several websites, and one of them, one I built, has "Dana Tan" as it's next most often used anchor text next to its brand "Celebrate Communion." The site is young and tiny, so I assume this will change over time. This came about as a results of my blog commenting where I actually sign with my real name instead of trying to stuff in keywords and be all spammy
That being said, when I'm analyzing reports, I do not consider "Dana Tan" to be a "branded search term" for the site "Celebrate Communion." I do however consider it a branded search term for my SEO blog.
All that being said, yes, it's a very good thing to have branded search. That traffic converts at a higher rate and a much lower cost per conversion (if you are using any paid campaigns) than other traffic because they are predisposed to you. In most cases, branded terms will be the majority of your anchor text, with, hopefully, a wide range of other terms filling in the rest.

What would you consider a "bad link"?
So, our website has a pretty profound collection of inbound links- which no one has really been taking care of the past 10 years. lol. Our users love us and they love to talk about us every chance they get. Which is great, except that I am new to the company and I am trying to sort through our links. Lots of them come from foreign forums and some are even in "hacking" forums, because some of our "not so great" users abuse our service. So, how am I am to tell what links and sites are good vs. bad? I have found some that are on old industry related link sites, I should definitely try to get rid of those right? Thanks in advance for the help and sorry if I am being unclear.

Should I request backlinks to use anchor text that is page specific?
I work for a community college, with fairly high seo for the college in general. We have no budget for advertising specific programs, so we are trying to optimize individual pages on the website, e.g., physical therapy assistant, welding, etc. Does it make a difference if other websites use our main url, college name, or the college name plus specific program as the anchor text? Also, I'm seeing some posts here recommending to avoid lots of directory listings. I assume that doesn't apply to industry specific directories, like nursing school directories, right? I'm still a very new newbie and appreciate your advice.

Does using "pring2web" hurt SEO?
I've never really seen this before but one of my clients has 4000+ links from Print2Web. Their rankings are falling back a bit but I'm wondering if this is part of the problem. They don't seem to say their service is about SEO so I'm not so sure this is counted as spam or not. The main concern is that the next closest number of links from one site is only 97. Has anyone heard of this service? Can someone tell me from experience if using this service has hurt SEO efforts? Thanks!

Massive drop off in my google rank. Why?
Hi recently I've noticed a steep drop in my google ranks for a couple of my sites. I was at 2 then I fell to so that I'm not even in the top 50. Can anyone help explain the massive decrease?

LINK BUILDING - Does it really matter if the link is not relevant?
Hi guys, I have just done a lot of link buillding and I thought I am just going to link build and I am not going to go after RELVANT links. I have property/real esate website and I have been any kind of link builidng and I have noteced some good increases in rankings.. So my questions is; Does it really matter if the link is relvant to property or real estate if I have got ranking increases? Or will it later harm my site?? Thanks Gareth

Google Cache Date
The Google Cache date for my website: This is Google's cache of http://www.petmedicalcenter.com/. It is a snapshot of the page as it appeared on Aug 28, 2011 03:19:05 GMT. Does this date coorelate to the last time Google reevaluated their rankings for my site? So if I had done 15 or so backlinks after the August 28 date, will those start to affect rankings (once they are discovered) after the next time the site is updated?

Are "Content Farms" still good for backlinking in articles?
Out of morbid curiosity, are "Content Farms" still a good source to use for backlinking within articles that you share? I have yet to see some results to base an answer off of for myself. Some co-workers are wanting to utilize sites like Suite101, ArticlesBase, etc for sharing articles and gaining the benefit of getting some backlinks from these sites. Is this still a good tactic to utilize? My research is telling me no since the Panda Update... Anyone have any insight on this? Thanks!
