How long does it take for spam link building to take effect?

I saw a recent surge of a low quality website to the top of SERPS, and looking at the link profile is almost 5,000 newly acquired linking RD's, with a total of over 49,000 links. I looked at a bunch of the links and they are super spammy (foreign language, way unrelated and out of context, spam sites with garbage content, pages of paid links to the websites subpages, etc).
My question is, how long does it take for Google to recognize this and penalize this shady site?

_Valid question as it seems. But there is no straight forward answer. If you ask any Google representative about this, he/she would suggest you flag the website. However, I have personally tried this but what it appeared to me that it never worked. It is a vicious circle. Google releases algo change > sites get panelized > webmasters find loophole > spam sites start gaining on ranking. _

As far as I'm aware there's no set period for penalisations to take effect on sites that engage in shady practices. If they've gone OTT as you mention then it'll usually take the next Panda/Penguin to knock them off the top spot.
If you take a look at the results for a search like "payday loans" or "short term loans" it gives you a perspective on how efficiently Google is handling new domains with thousands of new backlinks.
You could attempt to submit a spam report but by the time it gets sorted they'll probably have a new domain ready to go.

For example will someone's high traffic website (e.g. example.com ) provide more page authority than another link on this site ( e.g. example.com/blog ). How long does it take to get links indexed?
How long does it take Google Webmaster tools on average to detect links to my website? What about OSE? My site is fairly new (launched in January) and I've done some guest blogging -- I would think that some links from 3-4 weeks ago would be showing up by now. Am I just being impatient?

Got a link building question here
I've been doing a lot of back link analysis on my competitors and noticed that a lot of links are coming from wordpress.com, blog.com, blogspot.com, etc blogs. These are free blogs in the format of http://www.username.blogplatform.com. These individual blogs seem to have product reviews and mentions for many different products (we are an e-commerce website). I would like to know if anyone has done any outreach to the owners of the third party blogs. This looks very different from guest blogging and I want to know if there is a way to reach out to these blog owners in order for them to write something about our products. Please let me know if anyone had any success with this, Thank you

How long to recover from manual spam penalty?
If anyone doesn't think that spam sabotage is possible, here is proof. In February we received a suspicious spammy link notice and penalty from Google. We did several things to try and fix the problem including getting old links from not very relevant sites removed and submitted, and were denied, reconsideration twice. On the advice of Billy here on the forum, we went through the bottom end of our inbound links through OSE and found about forty domains that had linked to us and were purely trash sites full of link spam. We filed another reconsideration request listing every one of these sites along with dates we tried to contact the site owner (almost always impossible) to delete links to our site and two weeks later we received a note back that the manual penalty had been lifted. My question now is, from your experience, how long does it take to notice a recovery from this penalty? This experience also has me concerned that site sabotage is actually pretty simple when you can plant garbage links from 40 sites, many of which are the same with different urls, and get someone penalized on Google.

Local service site link building
I have a local service site http://winecountrycarpet.com/ and I have been link building as much as possible for my landing pages (which aren't local to my city, but are within 20 miles). I would like to keep my link building as above board and white hat as possible (so i do a lot of forum sigs and links in do follow forum in my industry) I do not seem to be seeing any results though. My pages are on the first page for their targeted keywords, but I think this has more to do with onsite SEO and non competitive keywords. I am wondering if anyone can recommend any strategies that I might find more effective. I have thought about leaving blog comments on do follow blog's but it just seems so spammy its hard to imagine it working. I am open to any ideas.
