Will Moving to a Different Country Hosting Affect my SEO?

Hello Mozzers,
I have a website with the country specific TLD. It's very new (less than a month old) and already started ranking for the main target term (It's #5 as I write this). It's a somewhat exact match domain.
Right now I am on shared hosting and the way in which the site is growing, I think I might need to move to a VPS soon. Right now, I pay extra and chose a shared hosting in my own country. But VPS in my country is very costly. I'd get twice the features if I go with a US hosting provider for the same price.
If I move to a new VPS outside of my country, would it affect my rankings? What do you think?

If the server performance is better and you page speed load times improve then it will help your SEO.
Google no longer requires you to have your site hosted in the same country as your target region.

Negative SEO
I have got some idiot bombarding my site with spam links, most likely a negative SEO attempt. It started off very small and has ramped up to between five and 10 spam links per day. I think it may be having a slightly negative affect although difficult to tell. I can do a link cleanup, but I'm not sure that is a long term solution, I'm just going have to do it again in a few weeks time. Does anyone have any experience?

Local SEO and Penguin
All, One of my client's sites was hit by Penguin. The business has lost almost all of its organic rankings but is still holding on for a handful of local searches for some of its satellite offices. We've built a new site and are slowly building domain authority. My question is this: at what point do I swap out the new site's location URL for the old URL in Google places? I don't want to risk the existing local placement which is all they have left for the time being. Thanks, John

Will frequently adding and frequently removing pages from my site hinder any SEO?
Hi Guys, Just looking through our crawl diagnositcs and we have a ton errors, well over 5000 actually, on 404 pages that cannot be accessed. Our website runs a lot of "Hot Offers" that are time bound, so they expire at the end of each month and we remove the page via our CMS. It's making the crawl diagnositcs loook bad, but will this be hindering our seo and Google 'stuff' because they are finding thousands of 404 errors? Any advice would be greatly appreciated! Iframes & SEO
I've got a client that wants a site with all content in iFrames. They saw another site they liked & asked if we could do it. Of course we can technically. How big a negative hit would they take with SEO? Is there anything we can do to mitigate it, such as redirects, etc? Thanks for the help!

Mobile SEO or Block Crawlers?
We're in the process of launching mobile versions of many of our brand sites and our ecommerce site and one of our partners suggested that we should block crawlers on the mobile view so it doesn't compete for the same keywords as the standard site (We will be automatically redirecting mobile handsets to the mobile site). Does this advice make sense? It seems counterintuitive to me.
