Monthly SEO contract or dedicated employee?

Have one more question. There are people offering monthly SEO contracts like this

My question is that is it worth it for $199 a month? Though its reviews are good on freelancing sites but I can also hire a full time employee for that cost. Is there anything a dedicated employee cannot do that these guys are offering? Only drawback I see is I dont know the links where these guys are submitting but I am ready to spend much more time (my employees time) to get the things done. Please suggest.

Following is the detailed offering

Well in today realm of SEO - you are really hiring a strategist that obtains high quality backlinks instead of low quality links in mass. You can definitely hire a company that is reputable to work on your website and provide some great value. I don't think it would be wise to hand it off to someone who has no SEO experience and is just doing a checklist everyday. Just my thoughts though.

Even I thought so. However if I hire an employee who has no background of SEO but can do things as instructed (includes commenting etc). Is there a list of things the employee can do which will lead to quality backlinking and boost in search rankings. Just some simple but executable steps. TIA

I would personally would hire a full time SEO consultant. I wouldn't want that company doing SEO for me and definitely don't like what they are offering. They say there method is Google Penguin accepted, but its super spammy. Eventually it will be caught by Google and you will be left in a worse place.
I guess the main thing to think about is....
if they are not automating this process how in the world is it worth for them to supply all those links, articles etc for that price point each month? If its not automated then its definitely contracted out overseas.

Recommendation for SEO plugin for Wordpress
Dear Moz Community, Could I pick your brains on SEO plugins for WordPress? Our web developer has installed an SEO plugin called Yoast, and I am not quite sure of it's efficiency. The problem we have at the moment is that the Page Title is not updating on Google the way we anticipated. To solve this issue we unchecked forced rewrite under the title options, but this had no effect. For instance our name on Google appears as Man Van London all the time, despite any amendments we make it always has Man Van London at the start of the title. ( website: www.manvanlondon.co.uk) If Yoast is the best SEO plugin for wordpress, is there any solution to fix this issue? Or is anyone familiar with another plugin? Help with SEO
Hello, I am brand new to SEO and I'm learning on the go everyday. I am having issues with Google and getting any sort of ranking or analysis or even just traffic reports. My site is live 6 months but still has no PageRank?
I launched my site back in November and in the last 6 months have been pretty stoked about some of the links we've received from some .edu 's and some other big sites.... but I still don't register any PageRank.
