Why will Google not remove a manual penalty against us?

Our site was placed under a manual penalty last year in June 2012 after penguin rolled out. We were advised by Google that we had unnatural links pointing to our site. We fought for months, running backlink checks and contacting webmasters where Google's WMT was showing the sites which had links. We have submitted numerous reconsideration requests with proof of our efforts in the form of huge well labeled spreadsheets, emails, and screen shots of online forms requesting link removal.When the disavow tool came out we thought it was a godsend and added all the sites who had either ignored us or refused to take down the links to the disavow.txt with the domain: tag. Then we submitted another reconsideration request, but to no avail.We have since had email correspondence with a member of the Google Quality Search Team who after reviewing the evidence of all our previous reconsideration requests and disavow.txt still advised us to make a genuine effort and listed sites which had inorganic links pointing to our site which were already included in the disavow.txt.Google has stated "In order for your site to have a successful reconsideration request, we will need to see a substantial, good-faith effort to remove the links, and this effort should result in a significant decrease in the number of bad links that we see."We have truly done everything we can and proven it too! Especially with all the sites in the disavow.txt there must be a decrease in links pointing to our site. What more can we do? Please help!

It is something we have considered, but it is a very good source of income.
Obviously this only when it is ranking. It has a whole lot of history (granted this is why it is not ranking) and the domain is our brand as well. Basically we would rather keep it if we can.

Hmmm, I understand. It can be frustrating.
The problem is that even if you are trying (and trying hard) to sort the issue out, if they still see bad links they wont lift any manual penalty.
I'm not saying that it is worthwhile in your case but sometimes it can make sense to throw away a domain and start again. Does it take many sales?
Just remember that if you start again with a new domain, do it properly and don't outsource to people who can't be trusted

Yes the penalty is referring to rankings, and while we are being indexed we are still under a manual penalty.
We know we have a good site, and have seen natural links since we dropped last year, but it is the old spammed backlinks which obviously spurned Google on to hitting us with this penalty.

About a year ago we outsourced our SEO work to a company in india and they were extremely aggressive with these industry specific keywords.
Needless to say when penguin rolled out we pretty much disappeared.
I cannot say we have disavowed all of them but we have been working on removing these unnatural links for the past 9-10 months or so. So everything we found which we couldn't get taken down or no-followed we disavowed. As you can imagine the disavow.txt was longer than my arm!
The point is we have done everything we can and shown evidence of this but Google fails to recognize this.

Looks like your site is getting indexed. Is the penalty referring to rankings?
If so, some sites pre-penguin experienced high rankings because of their backlinks. If some of those backlinks' "value" were pulled (spammy links) your rankings fell.
Even if some of those spammy links were successfully taken down, doesn't necessary mean you get the organic position you lost after penguin.
This may or may not apply to your case--but generally speaking.

I see a problem already, although it could be that these links have been disavowed (there is no way something like Open Site Explorer can tell this).
Check out the image attached. You have used some very aggressive link building tactics which target exact match anchor text links - and lots of them! Very unnatural indeed.
Can you confirm that these have been disavowed?

Google Penalties not in Webmaster tools?
Hi everybody, I have a client that used to rank very well in 2014. They launched an updated URL structure early January 2015, and since they rank very low on most of the keywords (except the brand keywords). I started working with them early this year, tried to understand what happened, but they have no access to their old website and I cant really compare. I tried the started optimisation methods but nothing seems to work. I have a feeling they have been penalised by Google, probably a Panda penalty, but their Webmaster tools account does not show any penalties under manual actions. Do people impose penalties that are not added to Webmaster tools? If so, is there away I can find out what penalties and what is wrong exactly so we can start fixing it? The website is for a recruitment agency and they have around 400 jobs listed on it. I would love to share the link to the website but I don't believe the client will be happy with that. Thank you in advance.

Will Google display rich snippet photos for People?
I know that photos have been discontinued for Authorship. Someone told me that they had been discontinued for People (which has always been separate from Authorship, as I understand it) as well, but they're still listed here[1] . However, I can't find an example of them working. Can someone enlighten me? Thanks!

Google Manual Penalties:Different Types of Unnatural Link Penalties?
Hello Guys, I have a few questions regarding google manual penalties for unnatural link building. They are "partial site" penalties, not site wide. I have two sites to discuss. 1. this site used black hat tactics and bought 1000's of unnatural backlinks. This site doesn't rank for the main focus keywords and traffic has dropped. 2. this site has the same penalty, but has been all white hat, never bought any links or hired any seo company. It's all organic. This sites organic traffic doesn't seem to have taken any hit or been affected by any google updates. Based on the research we've done, Matt Cutts has stated that sometimes they know the links are organic so they don't penalize a website, but they still show us a penalty in the WMT. "Google doesn't want to put any trust in links that are artificial or unnatural. However, because we realize that some links may be outside of your control, we are not taking action on your site's overall ranking. Instead, we have applied a targeted action to the unnatural links pointing to your site." "If you don't control the links pointing to your site, no action is required on your part. From Google's perspective, the links already won't count in ranking. However, if possible, you may wish to remove any artificial links to your site and, if you're able to get the artificial links removed, submit areconsideration request. If we determine that the links to your site are no longer in violation of our guidelines, we’ll revoke the manual action." How to remove an entire subdomain from the Google index with URL removal tool?
Does anyone have clear instructions for how to do this? Do we need to set up a separate GWT account for each subdomain? I've tried using the URL removal tool, but it will only allow me to remove URLs indexed under my domain (i.e. domain.com not subdomain.domain.com) Any help would be much appreciated!!!

403, 301, 302, 404 errors & possible google penalty
William Rock ran a Xenu site scan on nlpca(dot)com and mentioned the following: ...ran a test with Xenu site scan and it found a lot of broken links with 403, 301, 302, 404 Errors. Is 404'ing a page enough to remove it from Google's index?
We set some pages to 404 status about 7 months ago, but they are still showing in Google's index (as 404's). Is there anything else I need to do to remove these?

Google Previews highlighting Promotions?
I came across this today when doing a Google search - a site that has a small promo code listed on their page shows a preview with that promo highlighted...I dug around their code a little bit, but couldn't find if it was something they were doing to manipulate their preview in the search results. Is Google automatically highlighting promotions in previews, or did getmarried.com/magazine/ somehow manipulate the page to make their promo highlighted? And if so, how? Random Google?
In 2008 we performed an experiment which showed some seemingly random behaviour by Google (indexation, caching, pagerank distributiuon). Today I put the results together and analysed the data we had and got some strange results which hint at a possibility that Google purposely throws in a normal behaviour deviation here and there. Do you think Google randomises its algorithm to prevent reverse engineering and enable chance discoveries or is it all a big load balancing act which produces quasi-random behaviour?
