Starting fresh on a new url after serious Penguin update down rank

Hi friends
My site www.acupunctureclinicvictoriabc.com was recently hit by the penguin update and i dropped to page 5 of local searchs for my key words. A while back I had some bad link building done and now paying for it:(
I thought the disavow tool (used 4 months ago) would deal with this issue but apparently not
The current url is feeling like a lost cause.
My question is if I start fresh on a new url, can I use my old content (or even clone the site and move it to a new url) without being punished for duplicate content on the new site?
Any recommendations for starting fresh?
I really appreciate any thoughts on this matter, as I am feeling a bit lost and bummed about this issue

Since I've been a webmaster at several sites, some of them got hit by spammy links. Not going into why and how, the simple solution was always content for us! Getting a good article on why is acupuncture great, getting an article about real life help scenarios, you know, anything and everything an average reader would like to know about your service. If you provide a helpful article, it will get shared on other sites and blogs, social media and get the healthy link number up in a certain period of time. There are sites with 400-500 spammy domains pointing to them, but they aren't affected. Bear that in mind.

My idea is always do one thirds of everything - one third of time to contact spammy website owners to remove them, one third to have a fresh list of disavowed links and one third of building quality, healthy and great links through user help, great content, excellent services and such. Third part is the most important! I've seen from some cases on the web where websites had 300-400 spammy link domains pointing to them, algorithm penalty, rankings dropped, website owners and webmasters taking a complete turn in content creation, service creation, where the sites recovered and ranked on top pages for several keywords later on.
My thoughts are always make a website for human beings and provide a useful product, service, article, idea or whatnot. It will then help a great deal to make a website which garners tons of healthy and natural links since people find your site helpful and amazing. Nothing else is needed.
A link portfolio of a few hundred spammy links is what most sites come with these days. Unfortunately how ever Google and a ton of experts say negative link building is not that common, it really does get around in some highly competitive niches. Google has released the disavow tool just for that and it should definitely be used if you experience problems.
But bear in mind, Google devalues some spammy links with their ongoing daily procedures. When a website has 10-20 healthy links and 100-200 spammy ones which get devalued, rankings drop. Not just because there's a penalty, but because there simply aren't that much high quality links to start with.

Do you think that I need to hunt down those bad links or will google forgive my sins over time?
I am not clear wither bad links put you on a permanent s$#t list

Well first ask yourself this question: Are the links leftover after disavow tool was put to use quality ones? I mean, people always say their disavow tool hadn't worked and they haven't fully recovered. It is almost always the issue of the leftover links not posing any relevance to move you up in rankings. Nothing more.
Honestly I wouldn't scrape that site by any means. Your PageRank 3 is still good, means you do have some good links coming to your site and doing rash decisions just a short time have passed after a major algorithm change is never a good thing to do. This means your rankings may improve later on when all things settle down.
But the biggest question still stands. Are you having a good amount of high-quality and healthy links, natural links, pointing to various aspects of your website? Or are you now leftover with just a few good links when you disavowed all the bad ones? Thanks!

In regards to content, I definitely made mistakes with key word stuffing in the past, but thought I had corrected this issue
based on the reports from SEOmoz
Grade A for on page and 31 for site authority
I did get 29 crawl errors (most due to duplicate content) and 91 crawl warnings (related to missing meta descriptions)
The issue seems to be with the bad links. There are currently 141 pointing to the site, I disavowed a bunch already
Based on me fixing the issues mentioned an focusing on natural link building from here on in I might recover over time?many thanks!Silas

First of all, that web address is not working so there's no way for anyone here who might have guidance, to be able to review anything.
Beyond that, if you're in a worst case situation, and you absolutely believe a new domain name is called for, yes, you can migrate the content of the old site over. However if you perform "301" redirects from the old site to the new site, some people have made anecdotal claims that doing so carries the bad link signals.
In that scenario, when the new site launches, the old site needs to be blocked from indexation to prevent duplicate content issues.
The other major issue I have found is sites are more likely to take a major hit for any high level flawed SEO if other aspects of SEO are also severely flawed. So for example, if the site was already weak on-site or over-optimized up to the edge of acceptability on-site, that site is more likely to have been nailed in a Penguin type update.
So that then begs the question - is the content you want to retain truly high quality and strong enough outside of the off-site signals? From topical focus to topical depth to internal linking methods and so on...

High ranking nationally but not locally via google
A website I am working on is ranked very well in all tracked keywords at a national level, but not from a local standpoint via google. I find it weird that the site is on the first page if you search from many other states/towns/locations but not locally. Looked on Google Search Console and couldn't see any link to why this is happening. Figured we would clear out the htaccess for any redirect issues and hope it fixes it. Suggestions please? Never seen google do this. It is strange.

The main URL of my website https://new-waves.net/ had been completely removed from Google search results! without getting any messages or Manual Actions on search console ?? but I'm still can find some of my site subpages in search results and on Google local maps results when I tried to check it on google

100% of all ranked keywords >> my site URL new-waves.net had been completely removed from all results! but I'm still can see it on maps on some results I never get any penalties to my site on Google search console. I noticed some drops on some keywords before that happens (in June and July) but it all of it was related to web design keywords for local Qatar, but all other keywords that related to SEO and digital marketing were not have any changes and been on top My site was ranked number 1 on google search results for "digital marketing qatar" and some other keywords, but the main URL had been removed from 100% of all search results. but you can still see it on the map only. I just tried to submit it again to Google and to index it through google search console tool but still not get any results, Recently, based on google console, I found some new links but I have no idea how it been added to links of my website:

Why is this Page Ranking for such a competitive keyword?

Changing url to recover from algorythmic penalty
Hello, If I think that a website was hit algorithmically, I would like to buy a new domain name and publish all the content from the first website there. I will take the first site down and this one would be the only one this content. Will Google see that it's the same content than a penalized website posted before and will penalize the new domain name even though it has 0 links pointing to it? Regards.

Google admits it can take up to a year to refresh/recover your site after it is revoked from Penguin!
I found myself in an impossible situation where I was getting information from various people that seem to be "know it all's" but everything in my heart was telling me they were wrong when it came to the issues my site was having. I have been on a few Google Webmaster Hangouts and found many answers to questions I thought had caused my Penguin Penalty. After taking much of the advice, I submitted my Reconsideration Request for the 9th time (might have been more) and finally got the "revoke" I was waiting for on the 28th of MAY. What was frustrating was on May 22nd there was a Penguin refresh. This as far as I knew was what was needed to get your site back up in the organic SERPS. My Disavow had been submitted in February and only had a handful of links missing between this time and the time we received the revoke. We patiently waited for the next penguin refresh with the surety that we were heading in the right direction by John Mueller from Google (btw.. John is a great guy and really tries to help where he can). The next update came on October 4th and our rankings actually got worse! I spoke with John and he was a little surprised but did not go into any detail. At this point you have to start to wonder WHAT exactly is wrong with the website. Is this where I should rank? Is there a much deeper Panda issue. We were on the verge of removing almost all content from the site or even changing domains despite the fact that it was our brand name. I then created a tool that checked the dates of every last cached date of each link we had in our disavow file. The thought process was that Google had not re-crawled all the links and so they were not factored into the last refresh. This proved to be incorrect,all the links had been re-cached August and September. Nothing earlier than that,which would indicate a problem that they had not been cached in time. i spoke to many so called experts who all said the issue was that we had very few good links left,content issues etc.. Blah Blah Blah, heard it all before and been in this game since the late 90's, the site could not rank this badly unless there was an actual penalty as spam site ranked above us for most of our keywords. So just as we were about to demolish the site I asked John Mueller one more time if he could take a look at the site, this time he actually took the time to investigate,which was very kind of him. he came back to me in a Google Hangout in late December, what he said to me was both disturbing and a relief at the same time. the site STILL had a penguin penalty despite the disavow file being submitted in February over 10 months ago! And the revoke in May. I wrote this to give everyone here that has an authoritative site or just an old one, hope that not all is lots just yet if you are still waiting to recover in Google. My site is 10 years old and is one of the leaders in its industry. Sites that are only a few years old and have had unnatural link building penalties have recovered much faster in this industry which I find ridiculous as most of the time the older authoritative sites are the big trustworthy brands. This explains why Google SERPS have been so poor for the last year. The big sites take much longer to recover from penalties letting the smaller lest trustworthy sites prevail. I hope to see my site recover in the next Penguin refresh with the comfort of knowing that my site currently is still being held back by the Google Penguin Penalty refresh situation. Main keyword decline in SERPs ranking :-(
Hi Moz, My very humble attempts at SEO has been doing very well for over a year with the keyword phrase 'vintage chanel bags'. Recently, about 3-4 months ago I noticed it dropped from rank 1 to rank 5. I've slowly but steadily been building up more social marketing interaction (Twitter, Facebook, Pinterest, Instagram mostly), brand awareness in company is increasing more searches for 'Vintage Heirloom', great in-links from reputable companies & bloggers. What I'm confused about is that one of our competitors Rewindvintage now appears as no.1 for this keyword but tracking with Moz every metric we outperform them on, namely domain authority & Page Authority. I have noticed they have 4 anchor text links (dubious quality wordpress comments), with the anchor term vintage chanel bags and we have none despite ranking no. 1 for so long?? I'm trying to use the Moz science here, just a bit confused. Any help, insights, similar experience would be much appreciated. I engage only in white hat and look for slow & honest SEO growth (as far as I'm aware ! ). Thanks for looking Kevin

Why won't my home page rank for branded terms?
Hello, I've been trying to figure out what factors are causing my home page not to rank for my branded terms. The site is www.lipozene.com and after the late April Google algorithm our rankings have disappeared off the map for the term "lipozene". Different element of the site show up in organic rankings, including our shopping cart (http://shop.lipozene.com) as high as page two. However, the home page is not ranking organically. On Yahoo & Bing we have never dropped out of the number 1 spot. We did engage in some link building activities, however we've removed nearly all of the links that were created by our SEO guy. I did NOT receive any notifications from Google regarding their link policy. If you search for lipozene.com we rank #1. Any thoughts on what we're missing thats causing us to not rank is greatly apprecaited. Thanks!
