To my knowledge there isn't anywhere where changes to the guidelines are documented. You can track many of the changes by referring back to posts in the Webmaster Central blog http://googlewebmastercentral.blogspot.co.uk/ Quite often a blog post will have been as a result of changes to Webmaster guidelines.

Thousands of duplicate website links at "Who links the most" in Google webmasters. Any risk being duplicate website links pointing to website?
Hi all, As I mentioned some days back here, our duplicate website got indexed a month back. Unfortunately there are links to our original website. I noticed that thousands of links are from our duplicate website at "Links to Your Site". Will this hurts? Now we have blocked the duplicate website getting indexed. Why Google changed our page-title suddenly which has been same for years
Hi all, I know Google shows a different page titles. Happens when over optimised or when we copied competitors page title. But we did neither. Suddenly Google changed our homepage page title in search results. Our page title suffix "brand name" has been moved to beginning. Our page title is still for years.

Googlebot soon to be executing javascript - Should I change my robots.txt?
This question came to mind as I was pursuing an unrelated issue and reviewing a site's robots/txt file. Currently this is a line item in the file: Disallow: https://* According to a recent post in the Google Webmasters Central Blog: [http://googlewebmastercentral.blogspot.com/2014/05/understanding-web-pages-better.html](http://googlewebmastercentral.blogspot.com/2014/05/understanding-web-pages-better.html "Understanding Web Pages Better") Googlebot is getting much closer to being able to properly render javascript. Pardon some ignorance on my part because I am not a developer, but wouldn't this require Googlebot be able to execute javascript? If so, I am concerned that disallowing Googlebot from the https:// versions of our pages could interfere with crawling and indexation because as soon as an end-user clicks the "checkout" button on our view cart page, everything on the site flips to https:// - If this were disallowed then would Googlebot stop crawling at that point and simply leave because all pages were now https:// ??? Or am I just waaayyyy over thinking it?...wouldn't be the first time! Thanks all! Ranking dropped with no page changes
My rank for a keyword went from ranking #1 to #22. The page grade for this keyword is A, there was no site structure changes. The only thing I can see is that tumblr and reddit and other sources are now listed for this keyword and it's difficulty went from the mid-low teens to 28%. However, even given that, I do not a see a reason for this keyword alone to fall so far. It was giving us a ton of traffic, in fact, most of our organic search results came from this term for nearly two months. And 2 weeks ago for no reason, we were pushed to page 3. Has anyone else had similar experiences how do you counter it, and what can we do?

Impact of recent On Page Optimisation changes had negative impact !
Hi I recently updated some page titles, H1 tags & on page content which overall has seen search results slip down following the first site crawl by google I assume. My question is, should I try to get back the rankings and test and change one thing at a time to see the impact right now or should i wait for a period of time for it to settle down once goggle has crawled the site a few times or will the subsequent crawls have no impact? Have I been Hit by a Penguin? No Warning in Webmaster / Some Pages still Rank
Hi all, I have recently signed up to MOZ as I have seen a large drop in the turnover of a site I work with as well as a slump in visitors. I know part of this slump is the transition from google product search from being free to paid and chewing through our adwords budget quicker. The other part though seems a little more tricky, I have always been under the impression from reading online that an algorithm update would see a site destroyed for most terms and a notification generated in webmaster tools, however the site still seems to still rank for some terms, others however it has fallen off the face of the earth for. As you can see in the attachment webmaster tools is showing much decreased visibility, and MOZ agrees with this. Key terms that have lost rank have done so by around 4-10 positions. The content on the site has all been hand written by myself, however some of the pages are a little "stale" so I am currently running through re-writing every product page on the site (1000 products or so) all my product pages grade a minimum B with 99% A on the Moz page grader. I am keeping my fingers crossed that fresh content should assist in getting google interested again? 50% of my keywords just had a significant drop for no reason no changes?
I just looked at a report for one of my sites in moz pro and Improvement: 35 slots 35/75 keywords just dropped on google, I didn't make any changes recently Ranking Changes Improvement: 12 slots 12 Improved Improvement: 35 slots 35 Declined Many dropping 5 - 22 places! Any ideas on whats up, thank fully it didn't effect traffic, its pretty low anyways, but it has stayed the same... But still dropped to page 5 for lots of stuff. Strange. Did google just update or something? Thanks for any ideas.

Is changing your meta titles frequently good SEO Practice
Greetings, Im a new SEO and really knew nothing until signing up to SEOMoz. After reading the SEO101 and gathering as much information in a short period of time things started to become a little clearer. So I started my first campaign used my new SEO knowledge and input all of my meta information. Then I waited a few days to see what happened with my search result. We had never ranked for a single keyword before mind you. So a couple/few of days go by and I started punching in my keywords and looking through the pages. There I was page three. I was SO happy. I read the entire SEO101 again, realized a little more about what I had to do. So I started changing everything up, adding pictures, I found out what a IMG ALT Attributes were in the HTML editor, bolded text and all the other things I missed the first time around. Three days go by and I move up again. I start to notice my traffic is increasing and I am actually getting organic hits through search traffic. This has never happened before. I am over the moon. But I realize that I have my main focus keyword as the second key word in my title tag. So I switch the two words around, wait a few more days. Here's why I ask my question. The original title tag was still showing up and I was on the first page for both keywords, and I could see both title tags when searching for either keyword.
